AEPACS Instructions for Asbestos Program Contractors

To create an AEPACS account:

Note: The first time you attempt to sign a submission in the AEPACS system, you will be directed to complete required identity proofing for making submissions within the system. This will require you to enter one-time, additional personal information. Please ensure the information entered is correct or this will delay the submittal process.

Letters were provided to Contractors when this program moved to AEPACS in January 2024. If you did not receive a verification code but believe your company/organization to be in AEPACS already, please contact the Air Division Special Services Section at asbestosmail@adem.alabama.gov. Asbestos Removal Contractors will not be available for access requests using the AEPACS Explorer map.

To Add an Existing Organization to Your Account:

Your Contracting Company will exist in AEPACS as an organization. As you submit notifications of abatement and/or demolition (Form 496), you will also be associated with the abatement/demolition sites.
  1. If you received a letter with a verification code, click ‘Enter Verification Code’.
    If a site is already associated to your account:
    1. Click ‘Home’ on the left-hand column, this will take you to the Home screen.
    2. Click ‘Add a Site’.
    3. Click ‘It has been registered with ADEM’.
    4. Click ‘Enter Verification Code’.
  2. The User Profile Account Verification screen will be displayed.
  3. Enter the verification code and click ‘Submit’.
The user account will be connected to the organization. The Company organization name will then be displayed at the top of the left-hand menu, indicating that the organization has been successfully linked to the account.

To Invite Others to Manage Data and Submit Forms on Your Site:

  1. If you have multiple sites/organizations associated with your account, use the drop-down menu (by selecting the site/organization name or ‘All’) to select a specific organization to which you would like to invite a user. If no sites or organizations are associated with your account, you will see ‘Welcome’ in place of the site/organization name.
  2. Click ‘Authorized Users’ on the site menu.
  3. Click the Invite User button at the top of the screen.
  4. Type the name and email and select the role you wish to grant to the user. A description of the roles is provided on the right-hand side of this screen.
  5. Click the Invite User button. 
  6. An email will be sent to the email address provided containing a special link that activates the invitation.

To submit a new Form 497 (Air Asbestos Removal Contractor Certification - New) for an organization not yet in AEPACS:

  1. Click ‘Add a Site’ from the AEPACS Home screen.
  2. Click ‘It has never been registered with ADEM.’
  3. Click ‘I want to start a new application.’
  4. Next to ‘Air Asbestos Removal Contractor Certification - New (Form 497)’, Click ‘Begin.’
  5. Enter the Company/Organization name, click ‘Continue.’
  6. Review the instructions to verify submission of this form is necessary and click ‘Begin Form Entry.’
  7. Complete each section of the form, certify, and submit.
  8. Should you need to save the form as a draft, click ‘Save Progress’ and exit. The form will be available on your Dashboard. Click ‘Continue’ to return to and submit the form.
  9. An application fee is due with submission of this form. After certifying and submitting the form, you may select ‘Pay Online’ or ‘Pay by Mail’. If you choose to pay by mail, select ‘Download Payment Voucher’ to print and include the generated invoice with your payment. Your submission will not be processed until payment has been received.

    If you navigate away from the payment screen prior to payment, the invoice will remain available on your AEPACS Dashboard until payment is received. To view and pay any invoices, click the amount due or ‘Financials’ on the left menu. From there, you may open the unpaid invoice and click either ‘Pay Online’ or ‘Generate Payment Voucher’ to pay by mail.

    If paying by mail, please print and include the generated invoice with your payment.

  10. Your submission will be reviewed by the ADEM Air Asbestos Group to verify that the organization qualifies for certification.

To Renew or Update an Asbestos Removal Contractor Certification (Form 497) for an organization already in AEPACS:

To submit a Contractor Certification Renewal, you must be associated with the Company Organization in AEPACS. The Contractor Certification New Form cannot be submitted in lieu of the Renewal form. If you have been Certified since 2015, your organization should exist in AEPACS. If you need assistance locating your organization, please contact the Air Division Special Services Section at asbestosmail@adem.alabama.gov.
  1. If you have multiple sites/organizations associated with your account, use the drop-down menu (by selecting the site/organization name or ‘All’) to select a specific organization prior to submitting any forms.
  2. Click ‘Browse Forms’ on the Home dashboard or ‘Start a New Form’ on the left-hand side.
  3. Click ‘I want to renew, modify or terminate an existing permit, license or registration.’.
  4. Next to ‘Air Asbestos Removal Contractor Certification - Renewal (Form 497)’ OR ‘Air Asbestos Contractor Information Update’, click ‘Begin’.
    Note: The site name and permit number for the site you are submitting this form are listed beneath the form name. If you are associated with multiple sites, you will need to verify you are submitting this modification for the correct site.
  5. Review the instructions to verify submission of this form is necessary and click ‘Begin Form Entry’.
  6. Complete each section of the form, certify, and submit.
  7. Should you need to save the form as a draft, click ‘Save Progress’ and exit. The form will be available on your Dashboard. Click ‘Continue’ to return to and submit the form.
  8. An application fee is due with submission of this form. After certifying and submitting the form, you may select ‘Pay Online’ or ‘Pay by Mail’. To Submit an New Form 496: Air Asbestos Notice of Abatement and/or Demolition

If the work site will be a site for which you have previously submitted a Form 496, use the drop-down menu to select a specific site prior to submitting any forms.
  1. Click ‘Start a New Form’ on the left-hand side.
  2. If you see a message ‘The forms below are filtered for only those that apply to Organizations’, click ‘Show All Forms’
  3. Click ‘I want to start a new application’
  4. Next to ‘Air Asbestos Notice of Abatement and/or Demolition (Form 496)’ click ‘Begin’.
  5. Review the instructions to verify submission of this form is necessary and click ‘Begin Form Entry’.
  6. Complete each section of the form, certify, and submit.
  7. Should you need to save the form as a draft, click ‘Save Progress’ and exit. The form will be available on your Dashboard. Click ‘Continue’ to return to and submit the form.
  8. Your submission will be reviewed by the ADEM Air Asbestos Unit. You will receive an email if changes are necessary. You will receive an email upon approval of the notification.

To Submit Revisions to a Form 496: Air Asbestos Revision to Notice of Abatement and/or Demolition

If you have changes to the abatement/demolition dates or other information needs to be updated following approval, you will need to submit a Revision Notification Form (Form 496)
  1. Click ‘Permits’ on the left-hand column.
  2. Next to the current approved notification, select the three dots to the far right. Click ‘View Permit Change Forms’
  3. Next to ‘Air Asbestos Revision to Notice of Abatement and/or Demolition (Form 496)’. Click ‘Begin’
  4. Make changes as necessary and verify each section of the form. Certify and submit.
  5. Should you need to save the form as a draft, click ‘Save Progress’ and exit. The form will be available on your Dashboard. Click ‘Continue’ to return to and submit the form.
  6. Your submission will be reviewed by the ADEM Air Asbestos Unit. You will receive an email if changes are necessary. You will receive an email upon approval of the notification.

Helpful Tips:

  • Take caution when creating a new application when multiple sites/organizations are linked to your account. The system will offer you each type of application for every site. You can limit the forms to a single site/organization by selecting the site in the site drop-down by selecting the site name or All Sites.
  • If corrections are required following staff review, you will receive an AEPACS email notification.
    1. Open AEPACS and select the site from the left-hand menu.
    2. Select Dashboard in the left-hand menu.
    3. The form submission will be on the AEPACS dashboard in the status of On Hold – Action Needed.
    4. Click the ‘Open’ to open the submissions overview page where all correction requests are listed under Notes & Issues.
    5. Click the ‘Revise Submission’ button in the right-side menu.
    6. Click ‘Ok’
    7. Make the required corrections.
    8. Submit the corrected form.
  • You will receive several emails from the system throughout the permitting process. Read each email carefully to determine if changes are needed or where the application is in the process.
