The Construction General Permit (CGP) allows for the discharge of stormwater associated with land-disturbance activities when appropriate measures are put in place to reduce the effects of erosion in stormwater runoff and preserve water quality in the State of Alabama.


Construction activity, for the purpose of the CGP, is defined as the disruption of soils associated with clearing, grading, excavating, filling of land, or other similar activities which may result in soil erosion. Stormwater runoff from these construction activities can pick up sediment and debris which can then be discharged into waters of the State, leading to turbidity, siltation, and sedimentation which may affect water quality.


Construction site operators / owners seeking coverage under this general permit must submit a Notice of Intent (NOI) in accordance with the permit requirements.


Operators / owners of all regulated construction sites must implement and maintain effective erosion and sediment controls in accordance with a Construction Best Management Practices Plan (CBMPP) prepared and certified by a Qualified Credentialed Professional (QCP).
