Alabama Nonpoint Source grant funding is available for watershed management plans, education and outreach, and watershed implementation projects that support the goals and objectives of Alabama’s Nonpoint Source Management Program. Grant funding is available to state agencies, non-profit organizations, colleges and universities, local governments, and Soil and Water Conservation Districts. Funding is distributed via a competitive process to projects that will lead to direct reductions in nonpoint source pollutant loads and measurable water quality improvements.

To be considered for funding, all watershed management plan and watershed implementation project proposals must meet the following minimum requirements:

  1. Target the restoration of a nonpoint source impaired waterbody as identified by the most recent Alabama 303(d) list of impaired waters or waterbodies with an EPA approved Total Maximum Daily Load (TMDL).
  2. Target the protection of a high-quality waterbody as defined by EPA’s current Clean Water Act Section 319 grant guidance (e.g., Outstanding Alabama Water, Treasured Alabama Lake, Public Water Supply, Outstanding Natural Resource Water)
  3. Implement existing watershed-based plans that adequately address EPA’s Nine Key Elements for Watershed Planning. A watershed management plan checklist must be submitted with all watershed management plans.
  4. Commit to a minimum 40% non-federal match that can be accomplished through local funds, in-kind services, or other non-federal sources. (Federal and Nonfederal Match Calculation Sheet)  (Non-federal Match Guidance)
  5. Eligible applicants must have an active registration in the State of Alabama Accounting and Resource System (STAARS) and are eligible to apply for a subaward for projects that relate to implementation of nonpoint source pollution prevention or reduction.
