ALABAMA STATE IMPLEMENTATION PLAN

Public Notice – 350

Notice is hereby given that the Alabama Department of Environmental Management is providing the opportunity for interested persons to comment on documents pertaining to the Regional Haze State Implementation Plan (SIP) for the Second Planning Period.

Pursuant to the Clean Air Act (CAA) requirements contained in Sections 169A and 169B, and the subsequent implementing regulations contained in 40 CFR 51.308, the Alabama Department of Environmental Management (ADEM), has developed a proposed SIP revision to address regional haze. This SIP revision represents commitments and actions taken by the state to address the requirements of these regulations during the second planning period, which includes the years 2019 to 2028. These commitments and actions move the state toward the goal of attaining natural visibility conditions at Alabama’s designated Federal Class I area, and at other Class I areas outside the State that Alabama may impact. As designated in 40 CFR § 81.401, Alabama has one class one area within its borders, the Sipsey Wilderness Area (Sipsey). It is located within the Bankhead National Forest, and visibility is an important value.

Interested parties may request that a public hearing be held. If a hearing is held, it will be held on October 8, 2025, at 10:00 a.m. in the Main Hearing Room at the ADEM – Central Office location at 1400 Coliseum Blvd. in Montgomery.

Those requesting a hearing should call (334) 271-7909. The deadline to submit a request for a hearing is 5:00 p.m. on October 3, 2025. If no hearing is to be held, a Notice of Cancellation of the hearing will be posted on October 7, 2025, on the Department's website located at https://adem.alabama.gov/public-notices. Interested persons may also call (334) 271-7909 to determine if a public hearing will be held.

Copies of the proposed SIP and Appendices (Appendix A, Appendix B, Appendix C, Appendix D, Appendix E, Appendix F, Appendix G and Appendix H) are available for viewing at each of the locations listed below, and on the internet at https://adem.alabama.gov/public-notices. Copies are also available at a cost of 30 cents per page, at each of the ADEM office locations.
