Stella-Jones Corporation, 1101 Highway 31 North, Bay Minette, AL 36507, NPDES Permit Number AL0066362, located at 310 Highway 112, Bay Minette, AL 36507, for reissuance of a permit which authorizes discharges resulting from stormwater associated with lumber and wood products industry including wood treating operations using chromated copper arsenate, through DSN001 and DSN002 to an unnamed tributary to Hollinger Creek, classified as Fish and Wildlife, in the Perdido-Escambia River Basin; and stormwater associated with lumber and wood products industry including wood treating operations using chromated copper arsenate and penta-treated pole storage areas, through DSN003 to an unnamed tributary to Hollinger Creek, classified as Fish and Wildlife, in the Perdido-Escambia River Basin.

G2O Technologies LLC, 3116 Old Naheola Rd, Pennington, AL 36916, NPDES Permit Number AL0071731, located at the same address, for reissuance of a permit which authorizes discharges resulting from stormwater associated with the production of Aluminum Sulfate (Alum), through DSN001 to the Tombigbee River (Coffeeville Lake), classified as Public Water Supply/Fish and Wildlife, in the Tombigbee River Basin.

Pilgrims Pride Corporation, Post Office Box 1086, Russellville, Alabama 35653, NPDES Permit Number AL0060470, located at 2045 Highway 244, Russellville, Alabama 35654, for reissuance of a permit which authorizes discharges resulting from treated wastewaters associated with poultry processing operations including sanitary wastewaters, vehicle and equipment wash waters, offsite feed mill captured stormwater, hatchery wastewaters, and captured stormwater runoff, through DSN01A to land application; stormwater runoff associated with poultry processing operations and the land application of treated wastewaters, through DSN001, DSN002, DSN005, and DSN006 to Harris Creek, classified as Fish and Wildlife, in the Tennessee River Basin; and stormwater runoff associated with poultry processing operations and the land application of treated wastewaters, through DSN003 and DSN004 to Cherry Hill Creek, classified as Fish and Wildlife, in the Tennessee River Basin.

MORGAN COUNTY

3M Chemical Operations, LLC, 3M Center BLDG 223-2N-30, St. Paul, MN 55144, NPDES Permit Number AL0084489, located at 3901 Danville Road SW, Decatur, Alabama 35603, for initial issuance of a permit which authorizes discharges resulting from wastewaters associated with remediation activities, through DSN001 to an unnamed tributary to Big Ditch, classified as Fish and Wildlife, in the Tennessee River Basin. In accordance with ADEM Administrative Code 335-6-10-.12, the Permittee has demonstrated that the proposed discharges are necessary for important economic or social development in the area in which the waters are located.

Air Products and Chemicals, Inc., 75 Ipsco Street NW, Decatur, Alabama 35601, NPDES Permit Number AL0065323, located at the same address for reissuance of a permit which authorizes discharges resulting from stormwater runoff associated with the manufacture of gaseous and liquid oxygen, nitrogen, and argon via cryogenic separation of ambient air, through DSN001 to an unnamed tributary to Bakers Creek, classified as Fish and Wildlife, in the Tennessee River Basin.

SRM Materials, LLC, 1030 State Docks Road, Decatur, Alabama 35601, NPDES Permit Number AL0082767, located at the same address, for revoke and reissuance with ownership change of a permit which authorizes discharges resulting from stormwater runoff associated with marine transportation terminal operations including loading, unloading, and storage of bulk materials, through DSN001, DSN003, and DSN004 to Bakers Creek, classified as Swimming/Fish and Wildlife, in the Tennessee River Basin; and stormwater runoff associated with marine transportation terminal operations including loading, unloading, and storage of bulk materials and fuel storage and handling operations, through DSN002 to Bakers Creek, classified as Swimming/Fish and Wildlife, in the Tennessee River Basin.

Dyno Nobel Inc, 8425 Highway 269, Parrish, AL 35580, NPDES Permit Number AL0083810, located at the same address, for reissuance of a permit which authorizes discharges resulting from uncontaminated railcar condensate and industrial stormwater associated with blasting agents manufacturing, through DSN001 to an unnamed tributary to Bryants Creek, classified as Fish and Wildlife, in the Black Warrior River Basin; uncontaminated railcar condensate, uncontaminated compressor condensate, incidental non-contact cooling water/cooling tower blowdown/boiler blowdown, exterior vehicle wash water, and industrial stormwater associated with blasting agents manufacturing, through DSN002 to an unnamed tributary to Bryants Creek, classified as Fish and Wildlife, in the Black Warrior River Basin; and industrial stormwater associated with blasting agents manufacturing, through DSN003 to an unnamed tributary to Bryants Creek, classified as Fish and Wildlife, in the Black Warrior River Basin.

Vulcan Construction Materials, LLC – Glencoe Quarry, 1200 Urban Center Dr. Vestavia, Alabama 35242, NPDES Permit No. AL0002020, located at 608 Main Street East, Glencoe, Etowah County, Alabama, for issuance of a permit that limits discharges of treated drainage from a dry and wet preparation crushed limestone mine and associated areas, discharging to an unnamed tributary to Little Cove Creek, classified as Fish and Wildlife, in the Coosa River Basin.

HENRY COUNTY

Imerys Refractory Minerals USA, Inc. – R. Turner Pit #2, 377 Highway 131, Eufaula, Alabama 36072, NPDES Permit No. AL0083925, located at 1504 County Road 86 West, Abbeville, Henry County, Alabama, for reissuance and modification of a permit that limits discharges of treated drainage from a bauxitic and kaolin clay mine and associated areas, discharging to Cowpens Creek, classified as Fish and Wildlife, in the Choctawhatchee River Basin.

Alabama State Port Authority – McDuffie Coal Terminal, Post Office Box 1588, Mobile, Alabama 36633, NPDES Permit No. AL0042374, located at 1768 Yeend Loop, Mobile, Mobile County, Alabama, for issuance of a permit that limits discharges of treated drainage from a coal loadout facility and associated areas, discharging to Mobile Bay, classified as Fish and Wildlife, in the Mobile River Basin.

Rogers Group, Inc.- Laceys Spring Quarry, 421 Great Circle Road, Nashville, Tennessee 37228, NPDES Permit No. AL0077810, located at 149 Parks Chapel Road, Laceys Spring, Morgan County, Alabama, for a major modification of a permit that limits discharges of treated drainage from a wet preparation limestone quarry and associated areas, discharging to Long Pond Slough and an unnamed tributary to Long Pond Slough, classified as Fish and Wildlife, in the Tennessee River Basin.

Town Of Autaugaville, P O Box 237, Autaugaville, AL 36003, NPDES Permit Number AL0057720, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Autaugaville WWTP, 226 South Pickett Street, Autaugaville, AL 36003, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Swift Creek, which is classified as Swimming and Fish and Wildlife, in the Alabama River Basin.

DALLAS COUNTY

Dallas County Board of Education, Post Office Box 1056, Selma, AL 36701, NPDES Permit Number AL0044318, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Keith High School Lagoon, 1166 Dallas County Road 115, Orrville, AL 36767, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to an unnamed tributary to Dusty Branch, which is classified as Fish and Wildlife, in the Alabama River Basin.

HOUSTON COUNTY

TCBC Development Company, 300 Crossing Parkway, Suite 5, Cottonwood, AL 36320, NPDES Permit Number AL0080047, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from The Crossing WWTP, 300 Crossing Parkway, Cottonwood, AL 36320, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Big Creek, which is classified as Fish and Wildlife, in the Chipola River Basin.

MADISON COUNTY

Harvest-Monrovia Water, Sewer, and Fire Protection Authority, PO Box 329, Harvest, AL 35749, NPDES Permit Number AL0066796, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Stoney Creek WWTP, 1027 Indian Creek Road, Huntsville, AL 35806, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Dry Creek, which is classified as Fish and Wildlife, in the Tennessee River Basin.

ST. CLAIR COUNTY

Pinedale Water, Sewer and Fire Protection Authority, 58 Shore Drive, Ashville, AL 35953, NPDES Permit Number AL0074616, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Pinedale WWTP, 5111 Shore Drive, Ashville, AL 35953, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the UT to Big Canoe Creek, which is classified as Fish and Wildlife, in the Coosa River Basin.

Sumatanga Camp & Conference Center, 3616 Sumatanga Road, Gallant, AL 35972, NPDES Permit Number AL0048275, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Camp Sumatanga WWTP, 3616 Sumatanga Road, Gallant, AL 35972, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the UT to Little Canoe Creek, which is classified as Fish and Wildlife, in the Coosa River Basin.


The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations; and for those in the coastal area, are consistent with the Alabama Coastal Management Program.

Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/public-notices, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit. All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit. The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record. The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.
