Frit Car, Inc., PO Box 1340, Brewton, AL 36427, NPDES Permit Number AL0040487, located at 1965 South Boulevard, Brewton, AL 36426, for reissuance of a permit which authorizes discharges resulting from storm water from vehicle and equipment parking and maintenance areas, through DSN001, DSN002, DSN003, and DSN004 to Cobb Branch, classified as Fish & Wildlife, in the Perdido-Escambia River Basin.

The subject permit regulates the discharge of treated wastewater to the Kenner Creek, which is classified as Fish and Wildlife, in the Alabama River Basin.

The subject permit regulates the discharge of treated wastewater to the Valley Creek, which is classified as Swimming and Fish and Wildlife, in the Alabama River Basin.
DEKALB COUNTY
Living Water Utilities, LLC, 160 Piper Lane, Alabaster, AL 35007, NPDES Permit Number AL0027821, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from I-59 Welcome Center, Approximate Mile Marker 240 on I-59, Valley Head, AL 35989, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Red River Branch, classified as Fish and Wildlife, in the Coosa River Basin.
MONTGOMERY COUNTY
Montgomery Water Works & Sanitary Sewer Board, Post Office Box 1631, Montgomery, AL 36102, NPDES permit Number AL0082431, for reissuance of a permit which limits the discharge of pollutants from domestic wastewater from Milley’s Creek WPCP, 1491 Alexander Road, Pike Road, AL 36064, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Tallapoosa River, a waterway classified as Public Water Supply and Fish & Wildlife, in the Tallapoosa River Basin.
ST. CLAIR COUNTY
Living Water Utilities LLC, 160 Piper Lane, Alabaster, AL 35007, NPDES Permit Number AL0084525, for initial issuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Mill Creek WWTP, 1789 Roberts Mill Pond Road, Pell City, AL 35128, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Wolf Creek, which is classified as Fish and Wildlife, in the Coosa River Basin.
TUSCALOOSA COUNTY
City of Northport, 3521 3rd Street South, Northport, AL, 35476, NPDES Permit Number AL0064394, for reissuance of a permit which limits the discharge of pollutants from treated domestic and industrial wastewater and stormwater runoff from Northport WWTP, 3521 3rd Street South, Northport, AL, 35476, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Mill Creek and Black Warrior River (Oliver Lake), which are classified as Fish and Wildlife, in the Black Warrior River Basin and stormwater runoff to the Black Warrior River (Warrior Lake) and Mill Creek, which are classified as Fish and Wildlife, in the Black Warrior River Basin.
The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations; and for those in the coastal area, are consistent with the Alabama Coastal Management Program.
Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/public-notices, and at the following location, by appointment, Monday – Friday (except legal holidays), 8:00 am to 5:00 pm. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit. All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.
A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit. The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.
After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record. The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.
