The subject permit regulates the discharge of treated wastewater to a Sprayfield in the Chattahoochee River Basin.

CALHOUN COUNTY

Calhoun County Board of Education, PO Box 2084, Anniston, AL 36202, NPDES Permit Number AL0055727, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Ohatchee School WWTP, 100 Cherokee Trail, Ohatchee, AL 36271, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Ohatchee Creek, classified as Swimming and Fish and Wildlife, in the Coosa River Basin.

The Water Works & Sewer Board of the City of Anniston, PO Box 2268, Anniston, AL 36202, NPDES Permit Number AL0024520, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from McClellan WWTP, 6112 McClellan Boulevard, Anniston, AL 36206, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater and storm water runoff to Cane Creek, classified as Fish and Wildlife, in the Coosa River Basin.

COFFEE COUNTY

Water Works and Sewer Board of the Town of New Brockton, PO Box 100, New Brockton, AL 36351, NPDES Permit Number AL0055875, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from New Brockton WWTP, King Street, New Brockton, AL 36351, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the unnamed tributary to Double Bridges Creek, which is classified as Fish and Wildlife, in the Choctawhatchee River Basin.

DEKALB COUNTY

Crossville Water Board, PO Box 157, Crossville, AL 35962, NPDES Permit Number AL0053694, for reissuance of a permit which limits the discharge of pollutants from filter backwash from Crossville Filter Plant, 14454 Hwy 68, Crossville, AL 35962, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of filter backwash to a UT to Chastain Creek, classified as Fish and Wildlife, in the Tennessee River Basin.

Limestone County Water and Sewer Authority, 17218 US Hwy 72 W, Athens, AL 35612, NPDES Permit Number AL0075248, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Lucy's Branch WWTP, Lucy's Branch RV Park and Marina, Snake Road, Athens, AL 35612, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Tennessee River (Wheeler Lake) which is classified as Public Water Supply, Swimming, and Fish and Wildlife in the Tennessee River Basin.

MADISON COUNTY

City of Owens Cross Roads, 9032 Highway 431 S, Owens Cross Roads, AL 35763, NPDES Permit Number AL0053228, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Owens Cross Roads WWTP, 231 Snead Avenue, Owens Cross Roads, AL 35763, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Flint River, which is classified as Fish and Wildlife, in the Tennessee River Basin.

SHELBY COUNTY

Shoal Creek Country Club, 100 New Williamsburg Drive, Shoal Creek, AL 35242, NPDES Permit Number AL0049891, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Shoal Creek Country Club WWTP, 100 New Williamsburg Drive, Shoal Creek, AL 35242, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Shoal Creek, which is classified as Fish & Wildlife, in the Coosa River Basin.

ST. CLAIR COUNTY

St. Clair Health and Rehab, Inc., 7300 US Highway 78, Pell City, AL 35128, NPDES Permit Number AL0057096, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from St. Clair Health and Rehab, Inc., 7300 US Highway 78, Pell City, AL 35128, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Cane Creek, which is classified as Fish & Wildlife, in the Coosa River Basin.


The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations; and for those in the coastal area, are consistent with the Alabama Coastal Management Program.

Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/newsEvents/publicNotices.cnt, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit. All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit. The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record. The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.
