JEFFERSON COUNTY

Buffalo Rock Company, PO Box 10078, Birmingham, AL, 35202, NPDES Permit Number AL0082571, located at same address, for reissuance of a permit, which authorizes discharges resulting from treated reject water from reverse osmosis water treatment system, through DSN001, to an unnamed tributary to Shades Creek, classified as Fish and Wildlife, in the Cahaba River Basin.

Alabama Power Company – Theodore Cogeneration Plant, PO Box 2641, BIN 12N-0830, Birmingham, AL 35291, NPDES Permit AL0072290, located at 7910 Rangeline Road, Theodore, AL, 36582, for reissuance of a permit, which authorizes discharges resulting from cooling tower blowdown, boiler blowdown, low volume wastewater, and storm water runoff associated with the production of steam and electricity, through DSN001 to Middle Fork Deer River, classified as Fish & Wildlife, in the Mobile River Basin.

Conrad Yelvington Distribution Inc – Theodore Terminal, 2326 Bellevue Avenue, Daytona Beach, FL 32114, NPDES Permit Number AL0078166, located at 6950 Mac-Bayou Drive, Theodore, AL 36582, for reissuance of a permit, which authorizes discharges resulting from stormwater runoff from the handling and storage of raw materials including limestone aggregate, iron ore, gypsum, petroleum coke, coal, clinker, quicklime, soda ash, mill scale, slag, diesel fuel and used oil through DSN001 to an unnamed tributary to Alligator Bayou, classified as Fish & Wildlife and stormwater runoff from the handling and storage of limestone aggregate through DSN002 to an unnamed tributary to Alligator Bayou, classified as Fish & Wildlife and stormwater associated with the office building area through DSN003 to an unnamed tributary to Alligator Bayou, classified as Fish & Wildlife and stormwater runoff from the handling and storage of raw materials including limestone aggregate and residual piles of iron ore through DSN004 to an unnamed tributary to Alligator Bayou, classified as Fish & Wildlife.  All discharges are in the Mobile River Basin.

Mobile Energy, LLC, 1003 Paper Mill Road, Mobile, AL 36610, NPDES Permit Number AL0073229, located at the same address, for reissuance of a permit, which authorizes discharges resulting from storm water runoff from non-process areas associated with steam and electric power, through DSN002 to Hog Bayou, classified as Fish & Wildlife, in the Mobile River Basin.

MONTGOMERY COUNTY

DC Alabama, Inc., 1940 Ohio Ferro Road, Mount Meigs, AL 36057, NPDES Permit Number AL0083763, located at the same address, for modification of a permit, which authorizes discharges resulting from uncontaminated groundwater and stormwater run-off associated with silicon metal manufacturing, through DSN001 to an unnamed tributary to Miller Creek, classified as Fish & Wildlife, in the Tallapoosa River Basin; process wastewater associated with silicon metal manufacturing and treated silica fume slurry, through DSN002 to an unnamed tributary to Miller Creek, classified as Fish & Wildlife, in the Tallapoosa River Basin; and process wastewater and stormwater run-off associated with silicon metal manufacturing and treated silica fume slurry, through DSN004 to the Tallapoosa River, classified as Public Water Supply, in the Tallapoosa River Basin.

Southern Natural Gas Co.-Reform Compressor Station, 569 Brookwood Village, Birmingham, AL, 35209, NPDES Permit Number AL0069485, located at 115 18th Avenue SW, Reform, AL 35481, for reissuance of a permit, which authorizes discharges resulting from groundwater and storm water collected in floor sumps, wash water, and air compressor condensate, discharging through DSN001 to Unnamed Tributary to Lubbub Creek, classified as Fish and Wildlife, in the Upper Tombigbee River Basin.

Rogers Group, Inc. – Limestone County Quarry, 421 Great Circle Road, Nashville, Tennessee 37228, NPDES Permit Number AL0072338,located at 22917 Easter Ferry Road, Elkmont, Limestone County, Alabama, for issuance of a permit that limits discharges of treated drainage from a wet and dry preparation limestone quarry and associated areas, discharging to Coffman Branch, classified as Fish and Wildlife, in the Tennessee River Basin.

The subject permit regulates the discharge of treated wastewater to Kenner Creek, classified as Fish and Wildlife, in the Alabama River Basin.

ESCAMBIA COUNTY

Poarch Creek Indians Utility Authority, 5811 Jack Springs Road, Alabama 36502, NPDES Permit Number AL0079880, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Poarch Creek WWTP, located at 263 Aplin Road, Atmore, Alabama 36502 for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to an unnamed Tributary to Bell Creek, classified as Fish & Wildlife, in the Perdido-Escambia River Basin.

LAUDERDALE COUNTY

Lauderdale County Board of Education, PO Box 278 , Florence, Alabama 35631, NPDES Permit Number AL0057134, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Rogers High School Lagoon, 700 County Road 38, Florence, Alabama 35634, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to Cowpen Creek, classified as Fish & Wildlife, in the Tennessee River Basin.

MADISON COUNTY

PDR Properties, Inc., PO Box 8131 , Lexington, Kentucky 40533, NPDES Permit Number AL0062863, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater and stormwater runoff from Redstone Arsenal Central WWTP, 8007 Buxton Road, Redstone Arsenal, Alabama 35898, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of stormwater runoff to an Unnamed Tributary to the Tennessee River (Wheeler Lake), classified as Fish & Wildlife, in the Tennessee River Basin and treated wastewater to the Tennessee River (Wheeler Lake), classified as Public Water Supply and Fish & Wildlife, in the Tennessee River Basin.

SHELBY COUNTY

Alabama 4-H C4enter, 892 4-H Road, Columbiana, AL 35051, NPDES Permit Number AL0043010, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Alabama 4-H Center Lagoon, 892 4-H Road, Columbiana, AL 35051, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to Coosa River (Lay Lake), classified as Public Water Supply/Swimming/Fish & Wildlife, in the Coosa River Basin.

ST CLAIR COUNTY

Riverside Utility Services, LLC, 5800 Feldspar Way, Birmingham, AL 35244, NPDES Permit Number AL0027570, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from River Bend Apartments WWTP, Cove Point Drive, Riverside, AL 35135, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to Coosa River (Logan Martin Lake), classified as Public Water Supply/Swimming/Fish & Wildlife, in the Coosa River Basin.

TUSCALOOSA COUNTY

Town of Vance, PO Box 193, Vance, AL 35490, NPDES Permit Number AL0070254, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from the Vance WWTP, Tingle Tangle Road, Vance, AL, 35490, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Groundwater in the Black Warrior River Basin, located in the drainage basin of Hurricane Creek, a waterway classified as Fish and Wildlife in the Black Warrior River Basin and storm water runoff to an unnamed tributary to Little Hurricane Creek, which is classified as Fish and Wildlife, in the Black Warrior River Basin.

 

Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/newsEvents/publicNotices.cnt, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm.  A nominal fee for copying and/or mailing may be charged.  Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice.  COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS.  In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing.  The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit.  The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination.  The Department will develop a response to comments, which will become part of the public record.  The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.  To find the response to comments and final permit determination, you may search by the appropriate permit number listed in this notice.
