Geo Specialty Chemicals Inc., 3116 Old Naheola Rd, Pennington, AL 36916, NPDES Permit Number AL0071731, located at the same address, for reissuance of a permit which limits existing discharges resulting from stormwater associated with the production of aluminum sulfate (Alum), discharging through outfall DSN001 to Tombigbee River, classified as Fish & Wildlife, in the Tombigbee River Basin.

Harsco Corporation, 350 Poplar Church Road, Camp Hill, PA 17001, NPDES Permit Number AL0082589, located at 240 Baldwin Road, Satsuma, AL 36572 for reissuance of a permit which limits existing discharges resulting from storm water runoff from abrasive grit processing, discharging through DSN001 into an unnamed tributary to Steele Creek, classified as Fish & Wildlife, in the Mobile River Basin.

City of Headland, 9 Park Street, Headland, AL 36345, NPDES Permit Number AL0027014, for reissuance of a permit which limits the discharge of pollutants from treated domestic and industrial wastewater from Jimmy Carr WWTP, U. S. Highway 431, Headland, AL 36345, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to White Branch, classified as Fish & Wildlife, in the Chattahoochee River Basin.

LAWRENCE COUNTY

Marion County Board of Education, 188 Winchester Drive, Hamilton, AL 35570, NPDES Permit Number AL0054593, for reissuance of permit which limits the discharge of pollutants from treated domestic wastewater from Phillips High School Wetlands, 160 School Avenue, Bear Creek, AL 35543, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to an Unnamed Tributary to Bear Creek, classified as Fish & Wildlife, in the Tennessee River Basin.

MARSHALL COUNTY

City of Arab Sewer Board, 526 Cullman Road, Arab, AL 35016, NPDES Permit Number AL0056626, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Gilliam Creek WWTP, 1420 Country Club Drive, Arab, AL 35016, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to Gilliam Creek, classified as Fish & Wildlife, in the Tennessee River Basin.

MONTGOMERY COUNTY

Montgomery Water Works & Sanitary Sewer Board, Post Office Box 1631, Montgomery, AL 36102, NPDES Permit Number AL0022241, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater and industrial wastewater, and storm water runoff from Towassa WWTP, 3000 Washington Ferry Road, Montgomery, AL 36108, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater and storm water runoff to the Alabama River (Woodruff Lake), a waterway classified as Fish & Wildlife, in the Alabama River Basin.

ST CLAIR COUNTY

Town of Steele, Post Office Box 425, Steele, AL 35987, NPDES Permit Number AL0072729, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Steele Lagoon, Duncan Farm Road, Steele, AL 35987, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to Little Canoe Creek, classified as Fish & Wildlife, in the Coosa River Basin.

Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/newsEvents/publicNotices.cnt, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm.  A nominal fee for copying and/or mailing may be charged.  Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice.  COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS.  In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing.  The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit.  The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the Federal Water Pollution Control Act and applicable regulations, the Department will make a final determination.  The Department will develop a response to comments, which will become part of the public record and will be available to persons upon request.  Notice will be sent to any person requesting notice of the final action.
