NOTICE OF PROPOSED MODIFICATION TO THE HAZARDOUS WASTE FACILITY/SUBPART X/SWMU
CORRECTIVE ACTION PERMIT UNDER THE ALABAMA HAZARDOUS WASTES MANAGEMENT AND
MINIMIZATION ACT (AHWMMA) AND REQUEST FOR COMMENTS

U.S. Army Garrison – Redstone Arsenal (RSA) of Redstone Arsenal, Alabama submitted to ADEM applications for modification of its Alabama Hazardous Wastes Management and Minimization Act (AHWMMA) – Hazardous Waste Facility permit. The permit consists of the Hazardous Waste Storage Facility (33 storage igloos), Subpart X Open Burning (OB) Unit and Subpart X Open Detonation (OD) Unit and Solid Waste Management Units/Areas of Concern (SWMUs/AOCs) that are used to manage hazardous waste at its facility (EPA I.D. Number AL7 210 020 742) located in Huntsville, Madison County, Alabama. The Department has determined that the facility’s modification applications are complete and has prepared a draft permit modification in accordance with State regulations.
RSA operates a facility that treats and stores hazardous waste. The hazardous waste treatment and storage facility consists of a hazardous waste storage area (33 storage igloos), a Subpart X Open Burning (OB) treatment unit, a Subpart X Open Detonation (OD) treatment unit and solid waste management units (SWMUs) and areas of concern (AOCs). RSA is the owner and operator of the facility. This proposed permit modification incorporates final corrective measures implementation plans (CMIPs) for the following SWMUs: RSA-008, RSA-115, RSA-116, RSA-143 (Parts I, II, III, IV, V, VI, and VII), RSA-217, RSA-234 (Part I and II), RSA-262, RSA-263 (Part I and II), RSA-308 (Part I and II), RSA-311, and RSA-313 (Part I, II, and III). The area specific conditions for SWMU RSA-109 have been amended. The corrective measures have been completed for SWMU RSA-242 and RSA-280; therefore, no further action is necessary at this time for both SWMUs. Interim measures have been completed for SWMUs RSA-064, RSA-110, and MSFC-034; investigations are still required. Also, investigations have been completed for the following SWMUs: RSA-010, RSA-147, RSA-148, RSA-149, RSA-154, RSA-155, RSA-219, RSA-278, RSA-317, RSA-318 and MSFC-034; corrective measures will be required for all of these SWMUs except RSA-278. In addition, SWMUs RSA-008, RSA-115, RSA-116, RSA-143, RSA-234, RSA-262, RSA-263, RSA-308, RSA-311, and RSA-313 have been added to RSA’s Corrective Action Monitoring Program. Monitoring wells RS2341 and RS2346 have been replaced by monitoring well RS3110 and RS3111, respectively, as test locations for SWMU RSA-306 in the Corrective Action Monitoring Program. Permit application tables and maps were updated to reflect the changing status of the aforementioned SWMUs and incorporate the changes to the boundary of RSA-046. In addition, the proposed modification includes minor administrative changes.
Copies of the fact sheet, modification application, and draft, modified AHWMMA permit are available for public inspection electronically via http://www.adem.alabama.gov/public-notices and at the following location Monday – Friday (except legal holidays) during the hours of 8:00 a.m. to 5:00 p.m. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing or by email, to the Department's named contact above by 5:00 pm on July 20, 2026. To affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit modification.
A written request for a public hearing may also be filed by 5:00 pm on July 20, 2026 and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing upon receipt of a significant number of technical requests.
After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the AHWMMA, the federal Resource, Conservation and Recovery Act (RCRA) and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record and will be available to persons upon request. Information will be sent to any person requesting notice of the final action.
