North Baldwin Utilities, 25 Hand Avenue, Bay Minette, AL 36507, NPDES Permit Number AL0027448, for modification of a permit which limits the discharge of pollutants from treated domestic and industrial wastewater from Westside WWTP, 107 Charlie Kraker Road, Bay Minette, AL 36507, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Martin Branch, which is classified as Fish and Wildlife, in the Mobile River Basin.

BIBB COUNTY

The Waterworks & Sewer Board of the City of Centreville and the Water Works Board of the Town of Brent, Post Office Box 220, Brent, AL 35034, NPDES Permit Number AL0044857, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater and stormwater runoff from Centreville-Brent WWTP, 629 Plantation Drive, Brent, AL 35034, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Cahaba River, which is classified as an Outstanding Alabama Water and Swimming and Other Whole Body Contact Sports, in the Cahaba River Basin and stormwater runoff to an unnamed tributary to the Cahaba River, which is classified as Fish and Wildlife, in the Cahaba River Basin.

COLBERT COUNTY

Town of Cherokee, Post Office Drawer D, Cherokee, AL 35616, NPDES Permit Number AL0022594, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Cherokee Lagoon, 1385 Industrial Drive, Cherokee, AL 35616, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Tennessee River (Pickwick Lake), which is classified as Public Water Supply, Swimming and Fish and Wildlife, in the Tennessee River Basin.

The subject permit regulates the discharge of treated wastewater and stormwater runoff to Claybank Creek which is classified as Fish and Wildlife, in the Choctawhatchee River Basin.

BOX 686, Fayette, AL 35555, NPDES Permit Number AL0051322, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Hubbertville School WWTP, 7360 County Road 49, Fayette, AL 35555, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the UT to Sipsey River, which is classified as Fish and Wildlife, in the Upper Tombigbee River Basin.

JEFFERSON COUNTY

Jefferson County Commission, 716 Richard Arrington Jr. Blvd. N., Suite 300A, Birmingham, AL 35203, NPDES Permit Number AL0050881, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Warrior WRF, 700 Blackburn Lane, Warrior, AL 35180, for the purpose of meeting federal and state water quality regulatory standards. Living Water Utilities, LLC, 160 Piper Lane, Alabaster, AL 35007, NPDES Permit Number AL0084123, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Jersey Park CWF, Bill Jones Road and Jersey Drive, Kimberly, AL 35091, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Lick Creek, which is classified as Fish and Wildlife, in the Black Warrior River Basin.

LAWRENCE COUNTY

Lawrence County Board of Education, 14131 Market Street, Moulton, AL 35650, NPDES Permit Number AL0043036, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Hatton High School WWTP, 6909 Alabama Highway 101, Town Creek, AL 35672, for the purpose of meeting federal and state water quality regulatory standards. MADISON COUNTY

Harvest-Monrovia Water, Sewer, and Fire Protection Authority, Post Office Box 329, Harvest, AL 35749, NPDES Permit Number AL0068608, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Jeff Road WWTP, 970 Jeff Road, Huntsville, AL 35806, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Indian Creek, which is classified as Fish and Wildlife, in the Tennessee River Basin.

MORGAN COUNTY

Town of Falkville, Post Office Box 407, Falkville, AL 35622, NPDES Permit Number AL0021113, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Falkville HCR Lagoon, Robinson Creek Road, Falkville, AL 35622, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Flint Creek, which is classified as Fish and Wildlife, in the Tennessee River Basin.

RANDOLPH COUNTY

Water, Sewer, & Gas Board of the Town of Wedowee, Post Office Box 935, Wedowee, AL 36278, NPDES Permit Number AL0024171, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from the Wedowee Lagoon, Woodland Lane, Off of Alabama Highway 48, Wedowee, Alabama 36278, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Wedowee Creek, which is classified as Fish and Wildlife, in the Tallapoosa River Basin.

ST. CLAIR COUNTY

Enviro Management Co, 2607 Commerce Boulevard, Birmingham, AL 35210, NPDES Permit Number AL0052281, for re-issuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Harbortown Townhomes STP, Fraim Drive, Cropwell, AL 35054, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Easonville Creek (Logan Martin Lake), classified as Swimming and Fish and Wildlife, in the Coosa River Basin.

The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations; and for those in the coastal area, are consistent with the Alabama Coastal Management Program.

Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/public-notices, and at the following location, by appointment, Monday – Friday (except legal holidays), 8:00 am to 5:00 pm. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit. All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit. The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record. The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.
