The following applicants have applied for an NPDES permit to discharge treated wastewater into waters of the State of Alabama:

COFFEE COUNTY
Wayne Farms, LLC - Jack AL Fresh Plant, 4110 Continental Drive, Oakwood, GA, 30566, NPDES Permit Number AL0028860, located at 1020 County Road 114, Jack, AL 36346, for reissuance of a permit which authorizes discharges resulting from treated process wastewater from poultry processing operations, sanitary wastewater and storm water runoff associated with poultry processing operations, through DSN001 to Pea River, classified as Fish & Wildlife, in the Choctawhatchee River Basin; storm water runoff associated with poultry processing operations and secondary containment areas associated with chemical storage, through DSN002 to an unnamed tributary to Pea River, classified as Fish & Wildlife, in the Choctawhatchee River Basin; storm water runoff associated with poultry processing operations and land application of poultry processing wastewaters, through DSN003 to an unnamed tributary to Pea River, classified as Fish & Wildlife, in the Choctawhatchee River Basin; and storm water runoff associated with poultry processing operations and land application of poultry processing wastewaters, through DSN004, DSN005, and DSN008 to unnamed tributary to Pea River, classified as Fish & Wildlife, in the Choctawhatchee River Basin.

Products (SE) Pipe Line Corporation (PPL), P O Box 489, Helena, AL 35080, NPDES Permit Number AL0061603, located at 900 Shelby County Road 52 East, Helena, AL 35080, for reissuance of a permit which authorizes discharges resulting from treated groundwater from petroleum remediation, through DSN001 to Buck Creek, classified as Fish & Wildlife, in the Cahaba River Basin.

Vulcan Construction Materials, LLC – Jackson County Quarry, 1200 Urban Center Dr. Vestavia, Alabama 35242, NPDES Permit No. AL0082856, located on County Road 174, Flat Rock, Jackson County, Alabama, for issuance of a permit that limits discharges of treated drainage from a wet and dry preparation sandstone quarry, incidental dirt/chert, and associated areas, discharging to Ross Branch, unnamed tributaries to Ross Branch, and an unnamed tributary to Gordon Branch, all classified as Fish and Wildlife, in the Tennessee River Basin.

The subject permit regulates the discharge of treated wastewater to the Yellow Leaf Creek, which is classified as Fish and Wildlife, in the Coosa River Basin.

Dallas County Board of Education, Post Office Box 1056, Selma, AL 36701, NPDES Permit Number AL0044334, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Southside High School Lagoon, 7975 Highway 80 East, Selma, AL 36701, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to an unnamed tributary to Tarver Creek, which is classified as Fish and Wildlife, in the Alabama River Basin.

West Morgan East Lawerence Water and Sewer Authority, P.O. Box 2254, Decatur, AL 35609, NPDES Permit Number AL0077020, for re-issuance of a permit which limits the discharge of pollutants from reverse osmosis from Robert M. Hanes WTP, 6505 County Road 400, Hillsboro, AL 35643, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of reverse osmosis to a Tennessee River (Wheeler Lake), classified as Public Water Supply, Swimming, and Fish and Wildlife, in the Tennessee River Basin.

Water Works and Sewer Board of the Town of Ardmore, Post Office Box 26, Ardmore, TN 38449, NPDES Permit Number AL0023329, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Ardmore WWTP, 29529 Jones Avenue, Ardmore, AL 5739, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Piney Creek, which is classified as Fish and Wildlife in the Tennesee River Basin.
ST. CLAIR COUNTY
Village at Cook Springs, LLC, 415 Cook Springs Road, Pell City, AL 35125, NPDES Permit Number AL0049051, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Village at Cook Springs, 415 Cook Springs Road, Pell City, AL 35125, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Cane Creek, which is classified as Fish and Wildlife, in the Coosa River Basin.
SUMTER COUNTY
City of York, P.O. Box 37, York, AL 36925, NPDES Permit Number AL0023361, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from York Lagoon, Weatherly Street, York, AL 36925, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Alamuchee Creek, which is classified as Fish and Wildlife, in the Lower Tombigbee River Basin.
TALLAPOOSA COUNTY
City of Alexander City, 281 James D. Nabors Drive, Alexander City, AL 35010, NPDES Permit Number AL0067695, for reissuance of a permit which limits the discharge of pollutants from filter backwash from Charles C. Adams III Water Treatment Plant, 291 Adams Circle, Alexander City, AL 35010, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of filter backwash to the Tallapoosa River (Lake Martin), classified as Fish and Wildlife, in the Tallapoosa River Basin.
The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations.
Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/public-notices, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit. All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.
A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit. The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.
After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record. The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.
