PROPOSED ADMINISTRATIVE ORDER

Pursuant to the provisions of the Alabama Environmental Management Act, the Alabama Department of Environmental Management is proposing to issue an Order to Steven Ferguson, the owner of real property located at 92 Keller Drive (17-04-20-0-001-006.003), Springville, St. Clair County, Alabama, where an unauthorized dump (“UAD”) was discovered.

The violation consisted of Steven Ferguson creating and failing to properly remediate and close a UAD.

The Department is proposing a civil penalty in the amount of $3,000. The Order, if issued, would require Steven Ferguson to cease and desist creating or operating any unauthorized dumps and to submit a site closure plan to the Department. This plan will outline the actions that will be taken to remove all regulated solid waste from the property and properly dispose of or recycle it at an authorized facility and will include a timeline for the completion of all remediation and closure actions.

Interested persons may submit written comments, including a request for a hearing, within 30 days of the publication date of this notice to:

The comment period shall end at the close of business 30 days from the publication date of this notice. This notice is hereby given this 9th Day of September, 2026, by authorization of the Alabama Department of Environmental Management.
