The following applicants have applied for an NPDES permit to discharge treated wastewater into waters of the State of Alabama:

ETOWAH COUNTY
Alabama Power Company - Gadsden Steam Plant, Post Office Box 2641, Bin 12N-0830, Birmingham, AL 35291, NPDES Permit Number AL0002887, located at 1000 Goodyear Avenue, Gadsden, Alabama 35903, for modification of a permit to remove Outfall DSN006 which discharges stormwater runoff from the eastern plant site, including runoff associated with decommissioning and demolition activities, petroleum storage and handling, and fire protection system waters, through DSN006 to the Coosa River (Neely Henry Lake), classified as Public Water Supply, Swimming, Fish & Wildlife, in the Coosa River Basin; to remove Outfall DSN007 which discharges stormwater runoff from the central plant site, including runoff associated with decommissioning and demolition activities, petroleum storage and handling, and fire protection system waters, through DSN007 to the Coosa River (Neely Henry Lake), classified as Public Water Supply, Swimming, Fish & Wildlife, in the Coosa River Basin; to remove Outfall DSN008 which discharges stormwater runoff from the western plant site, including runoff associated with decommissioning and demolition activities, petroleum storage and handling, and fire protection system waters, through DSN008 to the Coosa River (Neely Henry Lake) classified as Public Water Supply, Swimming, Fish & Wildlife, in the Coosa River Basin; to remove Internal Outfall DSN10A which discharges pretreated chemical metal cleaning wastes, through DSN10A and through DSN010 to the Coosa River (Neely Henry Lake), classified as Public Water Supply, Swimming, Fish & Wildlife in the Coosa River Basin; and to remove Outfall DSN010 which discharges plant wastewater treatment system discharge including low volume wastewaters, miscellaneous cooling waters, pretreated chemical metal cleaning wastes (DSN10A), wastewaters associated with decommissioning and demolition activities, stormwater runoff, and fire protection system waters, through DSN010 to the Coosa River (Neely Henry Lake), classified as Public Water Supply, Swimming, Fish & Wildlife, in the Coosa River Basin.

International Paper Co - Courtland Mill, 6400 Poplar Avenue, Memphis, TN 38197, NPDES Permit Number AL0000396, located at 16504 County Road 150, Courtland, AL 35618, for reissuance of a permit which authorizes discharges resulting from stormwater runoff from the former wastewater treatment area and ponds, through DSN001 to the Tennessee River (Wheeler Lake), classified as Public Water Supply, Swimming, Fish & Wildlife in the Tennessee River Basin; and landfill leachate including stormwater runoff from the landfill area, through Outfall DSN002 to the Tennessee River (Wheeler Lake), classified as Public Water Supply, Swimming, Fish & Wildlife, in the Tennessee River Basin.

SSAB Alabama Inc, 11 N Water St., Suite 17000, Mobile, AL 36602, NPDES Permit Number AL0072109, located at 12400 Hwy 43, Axis, AL 36505, for reissuance of a permit which authorizes discharges from contact cooling water associated with the manufacture of steel from DSN01A, non-contact cooling water and rolling mill non-contact cooling water system blowdown, and storm water runoff associated with the production of steel, through DSN001 to the Mobile River, classified as Fish & Wildlife, in the Mobile River Basin; groundwater from well commissioning and storm water runoff from scrap yard, slag storage & processing area, the scrap bucket loading area (lime & carbon), and railroad marshalling yard, through DSN002 to Carter Branch, classified as Fish & Wildlife, in the Mobile River Basin; groundwater from well commissioning and storm water runoff from the bulk of the steel manufacturing operations and the outside storage yards for steel plate, slab & coil, through DSN003 to Carter Branch, classified as Fish & Wildlife, in the Mobile River Basin; and groundwater from well commissioning and storm water runoff from the melt shop operations area and the alloy storage area, through DSN004 to Carter Branch, classified as Fish & Wildlife, in the Mobile River Basin. The Department has determined that the facility is not subject to Section 316(b) of the Federal Clean Water Act (33 U.S.C section 1326) since the source of the water is private groundwater wells.

Harrell's Fertilizer, Inc., PO Box 187, Sylacauga, AL 35151, NPDES Permit Number AL0074284, located at 151 Gene E Stewart Blvd, Sylacauga, AL 35150, for reissuance of a permit which authorizes discharges resulting from storm water runoff from fertilizer blending operations, through DSN001 to an unnamed tributary to Tar Water Branch, classified as Fish & Wildlife, in the Coosa River Basin; and storm water runoff from fertilizer blending operations, through DSN002 to an unnamed tributary to Tar Water Branch, classified as Fish & Wildlife, in the Coosa River Basin.

TALLADEGA COUNTY
Childersburg Water Works, Sewer, and Gas Board, 117 6th Avenue SW, Childersburg, AL 35044, NPDES Permit Number AL0021466, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Childersburg South Bailey Branch Lagoon, Southern Street Near County Road 8, Childersburg, Alabama 35044, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Coosa River (Lay Lake), which is classified as Swimming, Fish and Wildlife, in the Coosa River Basin.
The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations; and for those in the coastal area, are consistent with the Alabama Coastal Management Program.
Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/public-notices, and at the following location, by appointment, Monday – Friday (except legal holidays), 8:00 am to 5:00 pm. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit. All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.
A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit. The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.
After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record. The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.
