PROPOSED CONSENT ORDER

Pursuant to the provisions of the Alabama Environmental Management Act, Ala. Code §§22-22A-1 to 22-22A-17, as amended, the Alabama Department of Environmental Management is proposing to issue a Consent Order to International Paper – Riverdale Mill, the owner/operator of a pulp and paper facility currently operating in Selma, Dallas County, Alabama.
The violation consisted of failing to meet the minimum process condensates treatment limit specified in Proviso No. 5 of the Emission Standards section for the Process Condensates.
The Department is proposing a civil penalty in the amount of $50,000. The Order, if issued, would require International Paper – Riverdale Mill to pay the Alabama Department of Environmental Management within 45 days of the effective date, submit a final Engineering Plan within 60 days of the effective date, and comply with the terms, limitations, and conditions of the Permit and Department’s regulations immediately.
