The following applicants have applied for an NPDES permit to discharge treated wastewater into waters of the State of Alabama:

Industrial Facilities

MARSHALL COUNTY

Wayne Farms LLC - Albertville Fresh Processing Plant, 700 McDonald Avenue, Albertville, AL 35950, NPDES Permit Number AL0082341, located at the same address, for reissuance of a permit, which authorizes discharges resulting from stormwater runoff associated with a poultry processing plant discharging through outfall DSN001 and DSN002 into East Fork Drum Creek classified as Fish and Wildlife, in the Tennessee River Basin.

MOBILE COUNTY

BWC Alabama, LLC - Mobile Methanol, 500 Cochrane Causeway, Mobile, AL 36633, NPDES Permit Number AL0075779, located at the same address, for reissuance of a permit, which authorizes discharges resulting from stormwater associated with the bulk liquid storage and dispensing of methanol from marine vessels to tank trucks through DSN001 to the Mobile River which is classified as Limited Warmwater Fishery, in the Mobile River Basin.

RANDOLPH COUNTY

Aladdin Manufacturing Corp, 1026 LaFayette Highway, Roanoke, AL 36274, NPDES Permit Number AL0064661, located at the same address, for reissuance of a permit, which authorizes discharges resulting from stormwater runoff from synthetic fibers manufacturing operations, through DSN001 – DSN004 into an Unnamed Tributary to Town Creek, classified as Fish & Wildlife, in the Tallapoosa River Basin.

SHELBY COUNTY

Stella-Jones Corporation, 1051 Highway 25 South, Brierfield, AL 35035, NPDES Permit Number AL0054682, located at the same address, for modification of a permit, which authorizes discharges resulting from Boiler blowdown, non-contact cooling water, water softener regeneration effluent and cooling tower blowdown through DSN002; Stormwater associated with the lumber and wood products industry including wood treating operations to DSN003; and Stormwater associated with the lumber and wood products industry including wood treating operations to DSN007. All outfalls discharge into Unnamed Tributary to Shoal Creek which is classified as Fish & Wildlife, in the Cahaba River Basin.

TALLADEGA COUNTY

OMYA, Inc.-Sylacauga, PO Box 47, Sylacauga, AL, 35150, NPDES Permit Number AL0075329, located 2071 Sylacauga Fayetteville Hwy, Sylacauga, AL 35151, for reissuance of of permit, which authorizes discharge resulting from process wastewater, non-contact cooling water and storm water runoff associated with marble conversion operations, through DSN001 into an Unnamed Tributary to Darby Branch, classified as Fish & Wildlife, in the Black Warrior River Basin.

WILCOX COUNTY

International Paper Company – Pine Hill, PO Box 250, Pine Hill, AL 36769, NPDES Permit Number AL0002674, located at 7600 State Highway 10 West, Pine Hill, AL 36769, for reissuance of a permit, which authorizes discharges resulting from process wastewaters from pulp and paperboard production, landfill leachate, sanitary wastewaters, non-contact cooling water, and stormwater runoff, through DSN001 to the Alabama River (Claiborne Lake), classified as Fish & Wildlife, in the Alabama River Basin; leachate from solid waste landfill and storm water from landfill site, through DSN002 to the Alabama River (Claiborne Lake), classified as Fish & Wildlife; stormwater associated with industrial activity, through DSN003 to the Alabama River (Claiborne Lake), classified as Fish & Wildlife, in the Alabama River Basin; stormwater associated with industrial activity, through DSN004, DSN006, and DSN007 to an unnamed tributary to the Alabama River (Claiborne Lake), classified as Fish & Wildlife, in the Alabama River Basin; and stormwater associated with industrial activity, through DSN005 to an unnamed tributary to Dunns Creek, classified as Fish & Wildlife, in the Alabama River Basin. In accordance with Section 316(b) of the federal Clean Water Act (33 U.S.C. section 1326) and the federal regulations (40 CFR Part 125), if applicable, the cooling water intake structure used by the Permittee has been evaluated using available information. At this time, the Department has determined that the cooling water intake structure used by the Permittee represents the best technology available (BTA) to minimize adverse environmental impact in accordance with Section 316(b) of the federal Clean Water Act (33 U.S.C. section 1326).

FRANKLIN COUNTY

Rogers Group, Inc.–Red Bay Quarry, 421 Great Circle Road, Nashville, Tennessee 37228, NPDES Permit Number AL0083631, located on County Road 25, Red Bay, Franklin County, Alabama, for modification and reissuance of a permit that limits discharges of treated drainage from a wet and dry preparation crushed limestone mine and associated areas, discharging to unnamed tributaries to Bear Creek, classified as Fish and Wildlife, in the Black Warrior River Basin.

TALLADEGA COUNTY

Omya, Inc. – Brown Quarry, PO Box 47, Sylacauga, Alabama 35150, NPDES Permit Number AL0074977, located at 2071 Sylacauga-Fayetteville Highway, Sylacauga, Talladega County, Alabama, for issuance of a permit that limits discharges of treated drainage from a dry preparation crushed marble mine and associated areas, discharging to Gooch Branch and an unnamed tributary to Cedar Creek, classified and Fish and Wildlife, in the Coosa River Basin.


Vulcan Construction Materials, LLC – Childersburg Quarry, 1200 Urban Center Drive, Birmingham, Alabama 35242, NPDES Permit Number AL0002313, located at 1408 Flagpole Mountain Road, Childersburg, Talladega County, Alabama, for issuance of a permit that limits discharges of treated drainage from a wet and dry preparation limestone quarry and associated areas, discharging to an unnamed tributary to Four Mile Creek, classified as Fish and Wildlife, in the Coosa River Basin.

Baldwin County Sewer Service, LLC, 14747 Underwood Road, Summerdale, AL 36580, NPDES Permit Number AL0084490, for initial issuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Wilcox WWTP, 27542 Linholm Road, Robertsdale, AL 36567, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Styx River which is classified as Fish and Wildlife, in the Perdido River Basin.

BLOUNT COUNTY

The Utilities Board of the City of Oneonta, PO Box 420, Oneonta, AL 35121, NPDES Permit Number AL0072176, for reissuance of a permit which limits the discharge of pollutants from filter backwash from Oneonta WTP, 230 Waterton Drive, Oneonta, AL 35121, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of filter backwash to Calvert Prong Little Warrior River, which is classified as Fish & Wildlife, in the Black Warrior River Basin.

CHEROKEE COUNTY

Water Works and Sewer Board of the Town of Centre, 130 South River Street, Centre, AL 35960, NPDES Permit Number AL0083640, for reissuance of a permit which limits the discharge of pollutants from filter backwash from Glen Williamson Water Treatment Plant, 880 County Road 79, Centre, AL 35960, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of filter backwash to the Coosa River (Weiss Lake), classified as Public Water Supply, Swimming, and Fish and Wildlife, in the Coosa River Basin.

CLARKE COUNTY

City of Thomasville Water Works and Sewer Board, PO Box 127, Thomasville, AL 36784, NPDES Permit Number AL0056022, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater and stormwater runoff from Thomasville HCR Lagoon & Sprayfield, Highway 43 South, Thomasville, AL 36784, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Bassett Creek, discharge of treated wastewater to a sprayfield and stormwater runoff to Allen Branch. Bassett Creek and Allen Branch are classified as Fish and Wildlife, in the Tombigbee River Basin.

COFFEE COUNTY

City of Elba, 200 Buford Street, Elba, AL 36323, NPDES Permit Number AL0020940, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Elba Lagoon, Forest Ave, Elba, AL 36323, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Pea River which is classified as Fish and Wildlife, in the Choctawhatchee River Basin.

COOSA COUNTY

Coosa County Board of Education, PO Box 37, Rockford, AL 35136, NPDES Permit Number AL0055263, for reissuance of a permit which limits the discharge of pollutants from treated domestic from the Central High School WWTP, Coosa County Road 49 and Coosa County Road 75, Rockford, AL 35136, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to an unnamed tributary to Mill Creek, which is classified as Fish and Wildlife, in the Coosa River Basin.

JEFFERSON COUNTY

Alabama Water Utilities, Inc., 728 Volare Drive, Birmingham, AL 35244, NPDES Permit Number AL0083518, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Morris Water Reclamation Facility, 8535 Old Sardis Road, Morris, AL 35116, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Turkey Creek, which is classified as Fish & Wildlife, in the Black Warrior River Basin.

SWWC Services, Inc., 728 Volare Drive, Birmingham, AL 35244, NPDES Permit Number AL0075256, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from North Jefferson Middle School WWTP, 8350 Warrior-Kimberly Rd, Kimberly, AL 35117, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Lick Creek, which is classified as Fish & Wildlife, in the Black Warrior River Basin.

TALLAPOOSA COUNTY

Alabama Department of Conservation and Natural Resources, 64 North Union Street, Montgomery, AL 36130, NPDES Permit Number AL0029424, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Wind Creek State Park Lagoon, 4325 Alabama Highway 128, Alexander City, AL 35010, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Tallapoosa River (Lake Martin), which is classified as Swimming, and Fish and Wildlife, in the Tallapoosa River Basin.

Waterworks and Sewage Board of the City of Dadeville, 826 E. Columbus Street, Dadeville, AL 36853, NPDES Permit Number AL0063797, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from the Dadeville WWTP, 475 Buck St., Dadeville, AL 36853, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Chattasofka Creek, which is classified as Fish and Wildlife, in the Tallapoosa River Basin.

TUSCALOOSA COUNTY

Hull Road Wetlands, LLC, 16709 Turquoise Lane, Northport, AL 35475, NPDES Permit Number AL0074896, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Hull Road Wetlands, 1 Lower Hull Road, Tuscaloosa, AL 35403, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Big Sandy Creek, which is classified as Fish and Wildlife, in the Black Warrior River Basin.


The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations.

Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/newsEvents/publicNotices.cnt, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit. All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit. The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record. The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.
