The following applicants have applied for an NPDES permit to discharge treated wastewater into waters of the State of Alabama:

BALDWIN COUNTY

PO Box 7500, Spanish Fort, AL 36527, NPDES Permit Number AL0064866, located at 11349 Highway 31, Spanish Fort, AL 36527, for reissuance of a permit, which authorizes discharges resulting from stormwater associated with lumber and wood product industry including wood treating operations through DSN001 to an unnamed tributary to Turkey Branch which is classified as Fish & Wildlife, and stormwater associated with lumber and wood products industry including wood treating operations through DSN002 to an unnamed tributary to Sibley Creek which is classified as Fish & Wildlife. Both discharges are located in the Mobile River Basin.

WestRock CP, LLC, PO Box 508, Stevenson, AL 35772, NPDES Permit Number AL0022314, located at 1611 County Road 85, Stevenson, AL 35772, for modification of a permit, to remove outfall DSN023A which discharges process discharges associated with exterior rail car washing operations, through DSN023A to an unnamed tributary to the Tennessee River, classified as Fish & Wildlife, in the Tennessee River Basin.

MONTGOMERY COUNTY

ABB Installation Products, Inc. - Former Augat Wiring Systems Plant Number 1, 3301 Windy Ridge Parkway SE, Atlanta, GA 30339, NPDES Permit Number AL0067768, located 2745 Gunter Park Drive, Montgomery, AL 36109, for reissuance of a permit which authorizes an existing discharge resulting from treated effluent from groundwater remediation, through DSN001 into Unnamed Tributary to Galbraith Mill Creek, classified as Fish & Wildlife, in the Alabama River Basin.

MORGAN COUNTY

Polyplex USA LLC, 3001 Mallard Fox Drive NW, Decatur, AL 35601, NPDES Permit Number AL0082210, located the same address, for reissuance of a permit, which authorizes discharges resulting from fire pump gland water, fire water and stormwater associated with polyethylene terephthalate products manufacturing through DSN001 to an unnamed tributary to the Tennessee River which is classified as Fish & Wildlife, and stormwater associated with polyethylene terephthalate manufacturing and diesel fueling and storage areas through DSN002 to an unnamed tributary to the Tennessee River which is classified as Fish & Wildlife, and stormwater runoff associated with polyethylene terephthalate products manufacturing through DSN003 to an unnamed tributary to the Tennessee River which is classified as Fish & Wildlife. All discharges are located in the Tennessee River Basin.

WALKER COUNTY

Southeast Wood Treating, Inc., 3077 Carter Hill Road, Montgomery, AL, 36111 , NPDES Permit Number AL0065625, located at 2247 Prospect Road, Nauvoo, AL 35578, for reissuance of a permit, which authorizes discharges resulting from stormwater runoff associated with lumber and wood products including wood treating operations using organic preservatives containing Ecolife and Copper Azole type C and previous use of other preservatives through DSN001 to an unnamed tributary to Cheatham Creek which is classified as Fish & Wildlife, and stormwater runoff associated with lumber and wood products including wood treating operations using organic preservatives containing Ecolife and Copper Azole type C and previous use of other preservatives through DSN002 to an unnamed tributary to Cheatham Creek which is classified as Fish & Wildlife. Both discharges are located in the Black Warrior River Basin.

MONTGOMERY COUNTY

Little Hawk Mining, LLC – Little Hawk Mine, 1449 Experiment Farm Road, Monroeville, Alabama 36460, NPDES Permit Number AL0073521, located at 1449 Experiment Farm Road, Monroeville, Monroe County, Alabama, for issuance of a permit that limits discharges of treated drainage from wet preparation construction sand and gravel mine and associated areas, discharging to groundwater and unnamed tributaries to Brushy Creek, classified as Fish and Wildlife, in the Alabama River Basin.

Todd Shirely Grading, Inc. – Pit #2, 14625 Sally Hamner Rd, Northport, Alabama 35475, NPDES Permit Number AL0084459, located at 14625 Sally Hamner Rd, Northport, Tuscaloosa County, Alabama, for issuance of a permit that limits discharges of treated drainage from construction sand and gravel mine and associated areas, discharging to an unnamed tributary to North River (Lake Tuscaloosa), classified as Fish and Wildlife, in the Black Warrior River Basin.

The subject permit regulates the discharge of treated wastewater to Narrow Gap Creek, which is classified as Fish and Wildlife, in the Perdido River Basin.

City of Robertsdale, PO Box 429, Robertsdale, AL 36567, NPDES Permit Number AL0042838, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Robertsdale WWTP, 20325 Wilters Street, Robertsdale, AL 36567, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Rock Creek, which is classified as Fish and Wildlife, in the Perdido River Basin.

CALHOUN COUNTY

City of Piedmont Water, Sewer & Gas Board, PO Box 229, Piedmont, AL 36272, NPDES Permit Number AL0024376, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater and stormwater runoff from Piedmont Lagoon, Steinburg Road, Piedmont, AL 36272, for the purpose of meeting federal and state water quality regulatory standards. Inspire Communities, 10420 US Highway 31, Tanner, AL 35671, NPDES Permit Number AL0058670, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Swan Creek Community Lagoon, 10420 US Highway 31, Tanner, AL 35671, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Swan Creek, classified as Fish and Wildlife, in the Tennessee River Basin.

City of Huntsville Water Pollution Control, 1802 Vermont Road, Huntsville, AL 35802, NPDES Permit Number AL0072435, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater and stormwater runoff from Magnolia Springs WWTP, 1910 Old Railroad Bed Road, Harvest, AL 35749, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater from Outfall 0011 to Copperrun Branch, from Outfall 0021 to Limestone Creek, and stormwater runoff to an Unnamed Tributary to Copperrun Branch, which are classified as Fish and Wildlife, in the Tennessee River Basin.

MADISON COUNTY

HICO Utility Company, PO Box 156, Meridianville, AL 35759, NPDES Permit Number AL0078344, for reissuance and modification of a permit which limits the discharge of pollutants from treated domestic wastewater and stormwater runoff from West Fork WWTP, 14910 US Hwy 231/431, Hazel Green, AL 35750, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater and stormwater runoff to the West Fork Flint River, which is classified as Fish and Wildlife, in the Tennessee River Basin.

Town of Owens Cross Roads, 9032 Highway 431, Owens Cross Roads, AL 35763, NPDES Permit Number AL0053228, for modification of a permit which limits the discharge of pollutants from treated domestic wastewater from Owens Cross Roads WWTP, 231 Snead Avenue, Owens Cross Roads, AL 35763, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Flint River, which is classified as Fish and Wildlife, in the Tennessee River Basin.

MOBILE COUNTY

South Alabama Utilities, PO Box 428, Citronelle, AL 36522, NPDES Permit Number AL0084471, for initial issuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Big Creek WWTP, Airport Blvd, Mobile, AL 36609, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Big Creek, which is classified as Fish and Wildlife, in the Escatawpa River Basin.

MORGAN COUNTY

Decatur Utilities, PO Box 2232, Decatur, AL 35609, NPDES Permit Number AL0048593, for reissuance of a permit which limits the discharge of pollutants from treated domestic and industrial wastewater and stormwater runoff from Decatur Utilities WWTP, 902 Wilson Street N.W., Decatur, AL 35601, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater and stormwater runoff to the Tennessee River (Wheeler Lake) which is classified as Swimming and Fish and Wildlife, in the Tennessee River Basin, and stormwater runoff to Dry Branch (Wheeler Lake), which is classified for Swimming and Fish and Wildlife, in the Tennessee River Basin.

SHELBY COUNTY

City of Hoover, 100 Municipal Lane, Hoover, AL 35216, NPDES Permit Number AL0025852, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater and stormwater runoff from Inverness WWTP, 3308 Afton Circle, Hoover, AL 35242, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to the Cahaba River and a holding pond and stormwater runoff to a UT to Cahaba River, which are classified as Fish and Wildlife, in the Cahaba River Basin.


The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations; and for those in the coastal area, are consistent with the Alabama Coastal Management Program.

Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/newsEvents/publicNotices.cnt, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit. All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit. The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record. The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.
