The Alabama Department of Environmental Management pursuant to Code of Alabama 1975, Section 22-22A-8 et seq., as amended and regulations promulgated thereunder, hereby gives notice that the Department has drafted the fiscal year (FY) 2025 Infrastructure Investment and Jobs Act (IIJA) Intended Use Plan (IUP) for the Clean Water State Revolving Fund (CWSRF) Loan Program. The Intended Use Plan identifies the proposed uses of Federal and State funds for the CWSRF. The CWSRF plan lists projects eligible to apply for loans to construct infrastructure needed to support wastewater treatment facilities and collection systems.

Copies of the Intended Use Plan may be obtained by mailing a request for the document to the address shown below. It may also be viewed at the offices of the Department, 1400 Coliseum Boulevard Montgomery, Alabama 36110, or downloaded at https://www.adem.alabama.gov/programs/water/srf.cnt.

A thirty (30) day public comment period will be held in order to receive data and additional information relative to the modification of the Intended Use Plan.

If the Department determines that there is significant public interest, the Director may schedule a public hearing on the Intended Use Plan. All comments concerning the FY 25 CW IIJA IUP or requests for public hearings must be in writing and received no later than 5:00 p.m., May 18, 2026, at the following address:

After consideration of all written comments, the Department will prepare the final document for delivery to the EPA as part of the Department’s capitalization grant application.

This determination and all comments received during the public comment period will be available for public inspection at the office of the Department in Montgomery.
