The Alabama Department of Environmental Management has made financial assistance available to the Town of Flomaton. In accordance with State and Federal regulations that govern the program, the Alabama Department of Environmental Management has conducted a review to assess the potential impacts upon the environment that may result from implementation of this project.

The Town of Flomaton proposes a project to complete upgrades to the Florala/Flomaton Wastewater Treatment System with an estimated total project cost of $1,423,200.00. The Wastewater Treatment Facilities have struggled to maintain compliance with E. coli and TSS removal and have ongoing Enforcement Actions for Non-Compliance. The project will rehab and upgrade key treatment components to better treat waste loads which include replacement of floating aerators and miscellaneous repairs. Lift stations will be rehabilitated with new pumps, controls, piping and fencing. The project will reduce overflows, provide corrective action to address enforcement action, and provide better collection and treated discharge at the wastewater treatment plant.

The Alabama Department of Environmental Management has determined that the project qualifies for a Categorical Exclusion (CE) from further environmental study under the guidelines specified by the State Environmental Review Process (SERP) which specifically include actions identified in Attachment 1 of the environmental assessment. However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered.

Comments relative to this project should be submitted in writing to William A. Lott, SRF Branch, Permits & Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130, no later than 30 days after the date of this notice. The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.

Notice is hereby given this 9th day of September, 2026, by authorization of the Alabama Department of Environmental Management.
