NOTICE OF PROPOSED SYNTHETIC MINOR OPERATING PERMIT (SMOP) AND NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT AND REQUEST FOR COMMENTS

Reed Materials, LLC, Project New Road, 1039 Bean Rock Road, Union Grove, AL 35175, has applied for a Synthetic Minor Operating Permit (SMOP), SMOP No. 711-0074-X001, that would authorize the construction and operation of a limestone crushing, screening, and conveying circuit to be located at 7442 Warrenton Road, Guntersville, Alabama 35976. Emissions would be minimized by wet suppression and an operational hours limit. ADEM has determined that the equipment/operations proposed by the company should be able to meet State and federal air pollution control requirements.
Reed Materials, LLC. – Project New Road – has also applied for the issuance of a National Pollutant Discharge Elimination System (NPDES) Permit, NPDES Permit No. AL0084532, to be located at 7442 Warrenton Road, Guntersville, Alabama, that limits discharges of treated drainage from a limestone quarry, wet and dry preparation plant, transportation and storage, and associated areas discharging to Unnamed Tributary to Browns Creek and Unnamed Tributary to Shiloh Branch, both classified as Fish & Wildlife, in the Tennessee River Basin. The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations.

Proposed Air PermitPersons wishing to comment may do so, in writing, to the Department’s named contact below within 30 days following the publication date of this notice. Please note that this notice is directing that both Air and NPDES comments be sent to the same contact. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed application(s). All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit applications or draft permits.
After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Air Pollution Control Act, the Federal Clean Air Act, the Alabama Water Pollution Act, the Federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record and will be posted to the Department’s eFile system.
Copies of the complete project file are available for public inspection Monday through Friday (except legal holidays), 8:00 a.m. to 5:00 p.m., at the ADEM Main Office at the address listed above. For convenience, documents that exist in electronic format may be accessed in the Department's document management system, eFile.
