LANDFILL PERMIT UNDER THE ALABAMA SOLID WASTES AND RECYCLABLE MATERIALS
MANAGEMENT ACT AND REQUEST FOR COMMENTS

JEFFERSON COUNTY

Santek Environmental of Alabama, LLC, on behalf of the Jefferson County Commission, has applied to the Alabama Department of Environmental Management (ADEM) for renewal and modification of the Solid Waste Disposal Facility Permit for the Jefferson County Landfill No. 1 (Permit No. 37-43). The proposed modifications include: the addition of Posi-shell, VERDac, and Atmos Cover/RusFoam long duration foam as alternate daily cover; implementation of a solidification plan; addition of a working face temporarily during the placement of waste in newly constructed cells, and an updated groundwater monitoring plan. The maximum average daily volume of waste disposed of at the Jefferson County Landfill No. 1 would remain 3000 tons per day. All previously approved variances were requested by the permittee and would be granted in the renewed permit.

The landfill is located in Sections 20, 21, 22, 28, and 29, Township 15 South, Range 3 West in Jefferson County, Alabama. The permitted facility consists of 2,025.87 acres with 163.74 acres permitted for municipal solid waste disposal and 22.15 acres permitted for construction and demolition waste disposal.

Copies of the public notice, permit application and proposed permit, are available for public inspection via the ADEM web site at http://adem.alabama.gov/public-notices, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm by appointment. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 35 days following the publication date of this notice. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit.

A written request for a public hearing may also be filed within that 35-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing upon receipt of a significant number of technical requests.

After consideration of all oral and written comments and consideration of the requirements of the Alabama Solid Wastes & Recyclable Materials Management Act, and all other applicable regulations, the Department will make a final determination on the proposed permit. The Department will develop a response to comments, which will be posted to the Department’s website at http://app.adem.alabama.gov/eFile/.
