The Alabama Department of Environmental Management has made financial assistance available to the Butler County Water Supply District. In accordance with State and Federal regulations that govern the program, the Alabama Department of Environmental Management has conducted a review to assess the potential impacts upon the environment that may result from implementation of this project.
The Butler County Water Supply District proposes a three-phase water system improvement project with an estimated total project cost of $12,974,375.00. The current Phase I portion of the project has been funded by a $3,243,595.00 ARPA Grant Award and a proposed SRF Drinking Water Loan for $2,479,323.00. This project includes three (3) phases of work intended to decrease the demand on the Greenville cone of depression zone within the underlying aquifer. Phase I would involve completing the construction of the Blackmon Production Well. This phase would also involve the installation of 16” finished water main, running from the Blackmon Production Well and tying into the existing Butler County Water Authority infrastructure. Phase II involves completing the construction of the Hardwood Ridge Production Well and also the construction of a 500,000-gallon elevated water tank. Phase III involves the construction of a new 1.5 million gallon per day water treatment plant.
The Alabama Department of Environmental Management has determined that the project qualifies for a Categorical Exclusion (CE) from further environmental study under the guidelines specified by the State Environmental Review Process (SERP) which specifically include actions that would be classified as minor construction. However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered.
Comments relative to this project should be submitted in writing to Geoff McDuffie, SRF Branch, Permits & Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130, no later than 30 days after the date of this notice. The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.
Notice is hereby given this 7th day of October, 2026, by authorization of the Alabama Department of Environmental Management.
