NOTICE OF PROPOSED MODIFICATION OF A MUNICIPAL SOLID WASTE LANDFILL
PERMIT UNDER THE ALABAMA SOLID WASTES AND RECYCLABLE MATERIALS
MANAGEMENT ACT AND REQUEST FOR COMMENTS

SCS Engineers, on behalf of EcoSouth Services of Mobile, LLC, has applied for a permit modification to the municipal solid waste landfill known as the Axis Industrial Landfill (Permit No. 49-21). The proposed modification would allow for the permitting of the Phase III expansion which includes cells 13-15 and associated infrastructure including, but not limited to, the perimeter stormwater system and detention pond 3, and it would allow for the updating of the groundwater monitoring network. The facility area will be expanded from 70.3 acres to 105 acres, and the permitted disposal area shall be expanded from 44.3 acres to 64.8 acres. The waste stream for the Axis Industrial Landfill Phase III (Cells 13-15) shall be non-hazardous, non-infectious putrescible and non-putrescible wastes including but not limited to municipal solid waste, construction and demolition waste, rubbish, commercial waste, and industrial waste streams approved by the Department; including approved wastewater sludges, total petroleum hydrocarbons, and automobile fluff (solid waste from automobile shedding). The service area for Axis Industrial Landfill will remain Baldwin, Clarke, Conecuh, Covington, Dale, Escambia, Houston, Mobile, Monroe, and Washington Counties in Alabama; Escambia, Okaloosa, Bay, Santa Rosa, and Walton Counties in Florida; and Jackson, Harrison, and Hancock Counties in Mississippi. The maximum average daily volume of waste disposed of at the Axis Industrial Landfill would remain 5000 tons per day. All other permit conditions would remain the same.
The landfill is located in Sections 1 and 18, Township 1 South, and Range 1 East near Highway 43 in Mobile County, Alabama. The permitted facility consists of 105 acres with a disposal boundary of 23.8 acres for industrial waste in Phase I and 41.0 acres for municipal solid waste in Phase II and Phase III combined.
Copies of the public notice, permit modification application and proposed permit are available for public inspection via the ADEM web site at http://www.adem.alabama.gov/public-notices, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm by appointment. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 35 days following the publication date of this notice. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit.
A written request for a public hearing may also be filed within that 35-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing upon receipt of a significant number of technical requests.
After consideration of all oral and written comments and consideration of the requirements of the Alabama Air Pollution Control Act, the Federal Clean Air Act, the Alabama Solid Wastes & Recyclable Materials Management Act, and all other applicable regulations, the Department will make a final determination on the proposed permits. The Department will develop a response to comments for each permit, which will be posted to the Department’s website at http://app.adem.alabama.gov/eFile/.
