NOTICE OF APPLICATION FOR AIR PERMIT AND
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT
AND REQUEST FOR COMMENTS

Reed Materials, LLC, 1039 Bean Rock Rd, Union Grove, AL 35175, has applied for air and water permits for a proposed limestone quarry, known as Gum Pond Quarry, to be located at 183 Gum Pond Rd., Baileyton, AL 35019.
Reed Materials, LLC, has applied for the issuance of an Air Permit, Air Permit Number 712-0109-X001, that would authorize the construction and operation of a limestone crushing, screening, and conveying circuit. Emissions would be minimized by wet suppression. The Department has determined that the equipment/operations proposed by the company should be able to meet State and federal air pollution control requirements.
Reed Materials, LLC, has also applied for issuance of a National Pollutant Discharge Elimination System (NPDES) Permit, NPDES Permit Number AL0084479, for proposed discharges of treated drainage from a wet preparation limestone quarry and associated areas to Mud Creek, classified as Fish and Wildlife. The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Rules including the Department's Anti-degradation Rules.

Persons wishing to comment may do so, in writing, to the Department's named contact(s) below within 30 days following the publication date of this notice. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed application(s). All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit applications or draft permits.
After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Air Pollution Control Act, the Federal Clean Air Act, the Alabama Water Pollution Control Act, the Federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record and will be posted to the Department’s eFile system.
