PROPOSED ADMINISTRATIVE ORDER
Mobile County
Pursuant to the provisions of the Alabama Environmental Management Act, the Alabama Department of Environmental Management is proposing to issue an Order to Alan Adrian Blackwell, the owner of real property located at 13975 Highway 45 in Chunchula, Mobile County, Alabama.
The violation consisted of Alan A. Blackwell, creating, operating, and not properly closing an unauthorized solid waste dump site.
The Department is proposing a civil penalty in the amount of $5,000. The Order, if issued, would require Alan A. Blackwell, to cease and desist the operation of the unauthorized solid waste dump and to submit a remediation plan to the Department. This plan would require the removal, transportation, and proper disposal of all regulated wastes and a schedule for remediation completion and proper site closure.
Interested persons may submit written comments, including a request for a hearing, within 30 days of the publication date of this notice to:

The comment period shall end at the close of business 30 days from the publication date of this notice. This notice is hereby given this 17th day of May, 2023, by authorization of the Alabama Department of Environmental Management.
