NOTICE OF A PROPOSED RENEWAL OF A SOLID WASTE DISPOSAL FACILITY PERMIT
UNDER THE ALABAMA SOLID WASTES & RECYCLABLE MATERIALS MANAGEMENT ACT
AND REQUEST FOR COMMENTS

MADISON COUNTY

The Solid Waste Disposal Authority of the City of Huntsville submitted to the Alabama Department of Environmental Management (ADEM) an application to continue to operate a municipal solid waste landfill known as the Huntsville Landfill (Permit No. 45-01). The waste stream for the Huntsville Landfill would remain nonhazardous putresible and nonputrescible wastes including but not limited to household garbage, industrial waste, construction and demolition waste, commercial waste, rubbish, incinerator ash, friable and non-friable asbestos, and special waste approved by ADEM. The service area for the Huntsville Landfill would remain the City of Huntsville, Madison County, Limestone County all in the State of Alabama. The maximum average daily volume of waste disposed at the Huntsville Landfill would remain 2500 tons per day. The permit renewal application requested that all conditions of the current permit for the Huntsville Landfill, including previously approved variances, be granted in the renewed permit.

Currently, the Solid Waste Disposal Authority of the City of Huntsville is approved for a working face in the Municipal Solid Waste Disposal Area and a working face in the Construction and Demolition Waste Disposal Area. As a part of the renewal application, the Solid Waste Disposal Authority of the City of Huntsville requested to modify the previously approved working face variance. The variance will be modified to include a third working face for the outsource area located within the Municipal Solid Waste Disposal Area, and a fourth working face in the Municipal Solid Waste Disposal Area only during periods of Municipal Solid Waste Cell construction. Also, the Solid Waste Disposal Authority of the City of Huntsville requests to remove solid waste from the previously closed sanitary landfill for the construction of future Municipal Solid Waste Disposal Cells. All recovered waste will be disposed of on the lined cells.

The Huntsville Landfill is located in Sections 14, 23, and 24, Township 4 South, Range 1 West, in Madison County, Alabama. The total facility area consists of 271.38 acres with a total disposal area of 126.55 acres. The municipal solid waste disposal area consists of 44.5 acres and the construction and demolition waste disposal area consists of 82.05 acres.

Copies of the public notice, application, and proposed permit are available for public inspection electronically via http://www.adem.alabama.gov/newsEvents/publicNotices.cnt and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm by appointment. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 35 days following the publication date of this notice. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit.

A written request for a public hearing may also be filed within that 35-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing upon receipt of a significant number of technical requests.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Solid Wastes & Recyclable Materials Management Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record and will be available to persons upon request. Notice will be sent to any person requesting notice of final action.
