The Alabama Department of Environmental Management (ADEM) is providing notice of its intention to develop a list of approved firms to perform soil and groundwater assessments and develop and implement corrective action plans at sites where a petroleum release has occurred from an underground or aboveground storage tank.

This work will be funded by the Alabama Tank Trust Fund. ADEM Administrative Code R-335-6-16-.16 requires the Department to establish a list of approved contractors in order for Trust Fund eligible tank owners to receive reimbursement from the Alabama Tank Trust Fund.

Any firm interested in providing these services should request the "Instructions for Preparation and Submittal of Alabama Tank Trust Fund Proposals" by written request to:

Response Action Contractors who are currently approved to perform Alabama Tank Trust Fund work are not required to re-qualify.

The deadline for receipt of technical proposals is August 7, 2009, 5:00 p.m., at the same address given above.

All proposals received on or before the deadline will be evaluated in accordance with the evaluation criteria listed below:

Background and experience of personnel who will perform the work.

Knowledge of technical considerations necessary to perform Petroleum Contamination Assessments.

Project Organization and Management.

Past performance of Site Assessment and Corrective Action Services at Petroleum Contamination sites or site with similar organic soil and groundwater contamination.

The Department will approve those response action contractors that demonstrate the capabilities and expertise to perform Tank Trust Fund response actions. ADEM will acknowledge receipt of all submittals in writing.

It is expected the evaluation process will be completed by September 4, 2009, at which time all firms will be advised of the results. ADEM reserves the right to reject any and all proposals. This notice shall in no way be considered an offer or in any way obligate the Alabama Department of Environmental Management or the State of Alabama.

This notice is hereby given this June 15, 2009 by authorization of the Alabama Department of Environmental Management.
