The Alabama Department of Environmental Management (ADEM), is providing notice of its intention to further develop a list of Alabama Approved Scrap Tire Remediation Contractors to perform remediation of scrap tire sites funded by the Alabama Scrap Tire Fund. Contractor services to be performed may include, but are not limited to, preparation of a remediation plan, site assessment, site security, excavation or processing of scrap tires or tire materials, vector control, transportation of tire materials, and site closure.
ADEM Administrative Code 335-4-2-.04 requires the Department to establish a list of approved contractors in order to receive reimbursement from the Alabama Scrap Tire Fund. Those contractors currently on the approved scrap tire remediation contractors list do not need to reapply unless desiring to provide additional information. Any other firm interested in providing these services should complete and submit ADEM Form 530 "Technical Proposal for Qualification as a Scrap Tire Fund Remediation Contractor" available from the Department’s web site at adem.alabama.gov or by written request to:

The deadline for receipt of technical proposals is 2:00 p.m., Friday, March 13, 2009, at the Department’s Main Office located at 1400 Coliseum Boulevard, Montgomery, Alabama 36110. Applications will not be received after this deadline, and incomplete applications will not be reviewed. Proposals may be hand delivered and an acceptance register signed, or may be mailed to the address above. ADEM will not be responsible for mail or other delays causing an application to be received past the deadline. ADEM will acknowledge receipt of all submittals in writing.
All proposals received on or before the deadline will be evaluated in accordance with the following evaluation criteria:
Background and experience of personnel who will perform the work.
Demonstrated proof of required insurance.
Available equipment for remedial activities.
Safety and other training of contractor employees.
Past performance of remediation at scrap tire sites or sites with similar unauthorized disposal.
Any other requirements outlined in ADEM Administrative Code r. 335-4-2
Each applicant shall produce evidence in their application that they are Licensed General Contractors by the Alabama Licensing Board for General Contractors, that they are currently registered and in good standing to perform work in Alabama, and, if a foreign corporation, have registered with the Secretary of State as a foreign corporation. It is the responsibility of the applicant to ensure all legal requirements have been met. Possession of a license as a General Contractor does not guarantee that the applicant will be approved as a scrap tire remediation contractor.
After the evaluation process, all applicants will be advised of the results. ADEM reserves the right to reject any and all proposals. This notice shall in no way be considered an offer or in any way obligate the Alabama Department of Environmental Management or the State of Alabama.
