FINDING OF NO SIGNIFICANT IMPACT

The Alabama Department of Environmental Management has made $10,000,000 in financial assistance available to the City of Dothan using funds from the FY 2008 Clean Water State Revolving Fund (CWSRF) loan program. In accordance with State and Federal regulations that govern the program, the Alabama Department of Environmental Management has conducted a review to assess the potential impacts upon the environment that may result from implementation of these sanitary sewer improvements.
The City of Dothan proposes to expand the Little Choctawhatchee Creek Wastewater Treatment Plant from a present capacity of 6.0 million gallons per day (MGD) to a capacity of 12.0 MGD and to decommission the Beaver Creek WWTP.
The Alabama Department of Environmental Management has determined that the proposed project will not have a significant adverse impact on the environment and consequently is herewith issuing a Finding of No Significant Impact (FONSI) to support the use of SRF funds for the construction of the proposed project. However, this determination may be reconsidered if significant adverse information concerning the potential environmental impacts of the proposed project is discovered. Attached is an Environmental Assessment that details the proposed project and its impact upon the environment.
Comments relative to this project should be submitted in writing to Mr. William A. Lott, SRF & Operator Certification Section, Permits & Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130-1463, no later than 30 days after the date of this FONSI. The Department will not take formal action to proceed with the proposed project without carefully evaluating any public comments concerning funding of the proposed project.
This notice is hereby given this April 10, 2009, by authorization of the Alabama Department of Environmental Management.
