SRF Project No. FS010042-02

The Alabama Department of Environmental Management has made 3,428,830 in financial assistance available to the Russell County Water Authority using funds from the FY 2021 Drinking Water State Revolving Fund (DWSRF) loan program.  In accordance with State and Federal regulations that govern the program, the Alabama Department of Environmental Management has conducted a review to assess the potential impacts upon the environment that may result from implementation of this project.

The Russell County Water Authority (RCWA) proposes a project to provide improved drinking water reliability within its water system. The proposed project will consist of upgrading existing water mains throughout the distribution system, installation of new water mains, new pressure valve, upgrade existing SCADA and upgrades at Well #1 which will include a new chlorine booster pump and replacement of the existing fencing. Completion of this proposed project will reduce water leaks, line breaks, water loss and meet the current and future demands of the water system.

The Alabama Department of Environmental Management has determined that the project will not have a significant adverse impact on the environment and consequently is herewith issuing a Finding Of No Significant Impact (FONSI) to support the use of DWSRF funds for the construction of the proposed project. However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered. Attached is an Environmental Assessment that details the proposed project and its impact upon the environment.

Comments relative to this project should be submitted in writing to Mrs. Chavon R. Jones, SRF Section, Permits & Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130, no later than 30 days after the date of this public notice.  The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.

Notice is hereby given this 4th day of October, 2021, by authorization of the Alabama Department of Environmental Management.
