Kemira Chemicals, Inc. – Facility No. 503-5007
A public hearing will be held on November 27, 2018, in the Gymnasium of Chickasaw High School, located at 50 Chieftain Way, in Chickasaw, Alabama. Personnel from the Department’s Air Division and from Kemira Chemicals, Inc. will be available to answer questions concerning the project at 6:00 p.m., and the hearing will begin at 7:00 p.m. The purpose of this hearing is to receive comments on the draft Air Permit for a proposed Bio-acrylamide (BIO AMD) production process at the existing Kemira Chemicals, Inc. facility located at 1 Cyanamid Road in Mobile, Alabama.
Kemira Chemicals, Inc. has applied for an air permit that would authorize the construction of a Bio-acrylamide (BIO AMD) production unit, storage tanks, loading/unloading stations, and an emergency generator. The draft permit requires Kemira Chemicals, Inc. to restrict emissions from the entire facility to below the emission levels of a major source for all criteria pollutants. Kemira Chemicals, Inc. has also taken restrictions limiting the Hazardous Air Pollutants (HAPs) from the entire facility to below major source levels. VOC emissions would be controlled by scrubbers and a Leak Detection and Repair (LDAR) Program.
Copies of the proposed permit and complete project file are available for public inspection electronically via http://www.adem.alabama.gov/PublicNotice/PublicNotice.htm, and at the following location Monday-Friday, except legal holidays, between 8:00 a.m. and 5:00 p.m. A nominal fee for copying and /or mailing may be charged. Arrangements for copying should be made in advance.

The purpose of the public hearing will be for interested parties to make oral and written comments part of the official hearing record. Those wishing to make oral comments at the public hearing are also encouraged to submit those comments in writing.
All comments must be received by the Department by 5:00 p.m. on November 30, 2018. Also, oral comments and technical data can be submitted during the public hearing on November 27, 2018. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permits.
Any person wishing to participate in this hearing who needs special accommodations should contact the ADEM Permits and Services Division at (334) 271-7714 at least three working days prior to the public hearing.
Attendance at the public hearing is not necessary in order to have comments included in the official administrative record. Written comments received prior to the close of the public comment period will also be considered and entered into the administrative record. Written comments should be submitted to the Alabama Department of Environmental Management (ADEM), Attention: Mr. Ronald W. Gore, at the above Montgomery address.
After consideration of all written comments, review of the public hearing record, and consideration of the requirements of the Alabama Air Pollution Control Act, the Federal Clean Air Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record and will be available to persons upon request. Notice will be sent to any person requesting notice of the final action.
