NOTICE OF PUBLIC HEARING

FOR PROPOSED REVISIONS TO THE

ALABAMA STATE IMPLEMENTATION PLAN (SIP)

Notice is hereby given that the Alabama Department of Environmental Management of the State of Alabama is providing the opportunity for interested persons to comment on the request for redesignation of the Troy, Alabama, Lead Nonattainment Area to attainment for the 2008 Lead National Ambient Air Quality Standards (NAAQS). Interested parties may request that a public hearing be held.

If a hearing is held, it will be held on December 18, 2017, at 10:00 a.m. in the Main Hearing Room at the ADEM - Central Office location at 1400 Coliseum Blvd. in Montgomery.

Those requesting a hearing should call (334) 271-7909. The deadline to submit a request for a hearing is 5:00 p.m. on December 14, 2017. If no hearing is to be held, a Notice of Cancellation of the hearing will be posted on December 15, 2017, on the Department's website located at http://adem.alabama.gov/newsEvents/pubHearings.cnt. Interested persons may also call (334) 271-7909 to determine if a public hearing will be held.

The proposed revisions to the Alabama SIP concern the redesignation of the Troy, Alabama, Lead Nonattainment Area ("Troy NAA") for the 2008 Lead NAAQS. The Troy NAA, is geographically comprised of an area within Pike County with a radius of eight-tenths of a mile from the center of the Sanders Lead Company. This area was designated as nonattainment for the 2008 Lead NAAQS by EPA on November 22, 2010. Current air quality monitoring data for the period 2014 through 2016 shows declining lead emissions. The emissions inventory indicates that emissions will be the same or lower by 2028 as they were in the 2016 attainment year. Based on this monitoring data, pursuant to S 107(d)(3) of the Clean Air Act, the Department is requesting redesignation of the Troy NAA to attainment status for the 2008 Lead NAAQS.

Copies of the proposed SIP are available at a cost of 30 cents per page at the office locations listed below. The summary of reasons supporting the revisions are available free of charge. Copies of the proposed SIP can also be found on the Internet at http://adem.alabama.gov/newsEvents/pubHearings.cnt at no cost.

The public hearing is being held to receive data, views, and arguments from interested persons regarding the proposed rules. Attendance at the hearing is not necessary to present such data, views, arguments, or comments as the same may be submitted in writing, but must be received by Ronald W. Gore prior to 5:00 p.m. on December 18, 2017.
