NOTICE OF PROPOSED MODIFICATION OF A MUNICIPAL WASTE LANDFILL PERMIT UNDER THE ALABAMA SOLID WASTES AND RECYCLABLE MATERIALS MANAGEMENT ACT AND REQUEST FOR COMMENTS

Coffee County

The Coffee County Commission applied to the Alabama Department of Environmental Management (ADEM) for modification of the Solid Waste Disposal Facility Permit for the Coffee County Sanitary Landfill (Permit 16-10).  On June 11, 2018, the Coffee County Commission granted approval to expand the existing landfill facility and expand the construction and demolition waste disposal area. The proposed modification would expand the total acreage of the facility to 496.76 acres and the acreage dedicated for construction and demolition waste disposal operations to 28.73 acres. The area for municipal solid waste disposal would remain 171.55 acres. The waste stream for the municipal solid waste disposal area of the Coffee County Sanitary Landfill would remain nonhazardous solid wastes, noninfectious putrescible and non-putrescible wastes including but not limited to household garbage, industrial waste, construction and demolition debris, commercial waste, appliances, tires, trees, limbs, stumps, sludge, paper and other similar type materials.  Special waste approved by ADEM may also be accepted. The waste stream for the construction and demolition waste disposal area would remain non-putrescible and non-hazardous construction and demolition waste, scrap tires, and rubbish as defined by ADEM Rule 335-13-1-.03.  The service area for the Coffee County Sanitary Landfill would remain the States of Alabama, Florida, and Georgia. The maximum average daily volume of waste disposed at the Coffee County Sanitary Landfill would remain 1200 tons a day.

The landfill is located in SE NW ¼ of NW ¼; the E ½ of the NW ¼; the NE ¼ of SW ¼; the N ½ of the SE¼; and the NE ¼ of Section 12, Township 6 North, Range 20 East: the NW ¼ of the SW¼ and the SW ¼ of the NW ¼ of Section 7, Township 6 North, Range 21 East: the S ½ of the SE ¼ and the SE ¼ of the SW ¼ of Section 1, Township 6 North, Range 20 East in Coffee County, Alabama.

Copies of the landfill proposed permits are available for public inspection via the ADEM web site at http://adem.alabama.gov/newsEvents/publicNotices.cnt, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm.  A nominal fee for copying and/or mailing may be charged.  Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 35 days following the publication date of this notice.  In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit.

A written request for a public hearing may also be filed within that 35-day period and must state the nature of the issues proposed to be raised in the hearing.  The Director shall hold a public hearing upon receipt of a significant number of technical requests.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Solid Wastes and Recyclable Materials Management Act, and applicable regulations, the Department will make a final determination.  The Department will develop a response to comments, which will become part of the public record and will be available to persons upon request.  Notice will be sent to any person requesting notice of the final action.
