NOTICE OF PUBLIC HEARING
FOR PROPOSED REVISIONS TO THE
ALABAMA STATE IMPLEMENTATION PLAN (SIP)
Notice is hereby given that the Alabama Department of Environmental Management of the State of Alabama is providing the opportunity for interested persons to comment on proposed revisions to the Alabama State Implementation Plan (SIP). Interested parties may request that a public hearing be held.
If a hearing is held, it will be held on April 20, 2011, at 10:00 a.m. in Conference Room A at the Jefferson County Department of Health (JCDH) located at 1400 Sixth Avenue South in Birmingham.
Those requesting a hearing should call (334) 271-7909. The deadline to submit a request for a hearing is 5:00 p.m. on April 5, 2011. If no hearing is to be held, a Notice of Cancellation of the hearing will be posted on April 6, 2011, on the Department's website located at www.adem.state.al.us/PubHearings/PubHearings.htm. Interested persons may also call (334) 271-7909 to determine if a public hearing will be held.
The proposed revisions to the Alabama SIP concern the redesignation of the Birmingham Nonattainment Area ("Birmingham NAA") for the Annual National Ambient Air Quality Standard (NAAQS) for fine particulate matter (PM2.5). The Birmingham NAA, located in central Alabama, is geographically comprised of Jefferson and Shelby Counties, and a portion of Walker County. This area was designated as nonattainment for the Annual PM2.5 NAAQS by EPA on January 5, 2005. Current air quality monitoring data for the period 2008 through 2010 shows that all monitors in the Birmingham NAA have attained the Annual PM2.5 NAAQS of 15 ug/m3. Based on this monitoring data, the Department is requesting redesignation of the Birmingham NAA to attainment status for the Annual PM2.5 NAAQS.
The Department is also making available for public comment a letter clarifying a Clean Air Act Section 110 State Implementation Plan (SIP) issue for PM2.5.
Copies of the proposed SIP revision are available at a cost of 30 cents per page at each of the ADEM office locations listed below or on the Internet at www.adem.state.al.us/PubHearings/PubHearings.htm at no cost.

If the Department holds a hearing, it will be held to receive data, views, and arguments from interested persons regarding the proposed revisions. Attendance at the hearing is not necessary to present such data, views, arguments, or comments as the same may be submitted in writing, but must be received by the Hearing Officer prior to 5:00 p.m. on April 22, 2011.
