The Alabama Department of Environmental Management (ADEM) is initiating procurement procedures to obtain hydrogeological and engineering services for performance of investigations and corrective actions at sites where a petroleum release has occurred from an underground or aboveground storage tank system that has been determined to be eligible for the Alabama Underground and Aboveground Storage Tank Trust Fund and there is no viable tank owner to perform the regulatory requirements.  The services will be performed at one or more sites as assigned in the specific contract.

This work will be funded through the Alabama Underground and Aboveground Storage Tank Trust Fund.  Approved Alabama Tank Trust Fund Response Action Contractors will be selected to perform required services at various locations and the contract period will be two years from the date of contract execution and subject to renewal.

Approved Alabama Tank Trust Fund Response Action Contractors interested in being considered to provide these environmental services can obtain the “Instructions for Preparation and Submittal of Technical Proposal for Inactive Eligible Trust Fund Sites” from the Department’s web site at www.adem.alabama.gov.  The instructions are located in the ADEM Program, Waste Remediation and Underground Storage Tank, Tank Trust Fund section of the website.

The deadline for the submittal of technical proposals to ADEM by email at dsm@adem.alabama.gov.
is 5:00 p.m., September 15, 2021.  Proposals will not be accepted after this deadline, and incomplete applications will not be reviewed. ADEM will acknowledge receipt of all submittals by email.

All proposals received on or before the deadline will be evaluated on a competitive basis in accordance with the evaluation criteria listed below.

  1. General Information regarding firm to include the firm location and the proximity to sites

  2. Background and experience of personnel who will perform the work

  3. Project organization and management                                                              

  4. Past performance of investigative and corrective action services at petroleum contamination sites
Each applicant shall include in their application the name(s) of an experienced full-time Alabama Licensed Professional Geologist and an experienced full-time Alabama Registered Professional Engineer on staff.   Each applicant shall also produce evidence in their application that they are Licensed General Contractors as required by the Alabama Licensing Board for General Contractors, that they are currently registered and in good standing to perform work in Alabama, and, if a foreign corporation, have registered with the Secretary of State as a foreign corporation. It is the responsibility of the applicant to ensure all legal requirements have been met. Possession of a Professional Geologist license, Registered Professional Engineer license or a General Contractor license does not guarantee that the applicant will be selected for contracting.

It is anticipated that the selection process will be completed by November 30, 2021, at which time all firms, which submitted a proposal, will be advised of the selection.  ADEM reserves the right to award a contract based on initial offers alone, negotiate further with any or all firms, or reject any and all proposals.  This notice shall in no way be considered an offer or in any way be construed to obligate the Alabama Department of Environmental Management or the State of Alabama. 

The technical proposal scores from this procurement effort will be used in future contracting efforts for up to a period of four years and subject to renewal.
