Carson and Company Inc., PO Box 30, Bon Secour, AL 36511, NPDES Permit Number AL0048194, located at 16749 River Road, Bon Secour, AL 36511, for TERMINATION of a permit which authorizes  discharges resulting from screened wastewaters in the handling of shrimp and storm water runoff associated with industrial activities, discharging through DSN001 to Bon Secour River, classified as Swimming and Other Whole Body Water Contact Sports and Fish & Wildlife, in the Mobile Bay.

DALLAS COUNTY

Castle Rock Industries II, LLC, 101 Technacenter Drive, Montgomery, AL 36117, NPDES Permit Number AL0080446, located at, 3791 Alabama Hwy 41, Selma, AL 36701for reissuance of a permit, which authorizes discharges resulting from clean-up wastewater and stormwater associated with the manufacture of refined oil and its by-products, through DSN001, and clean-up wastewater and stormwater associated with the manufacture of refined oil and its by-products, through DSN002. Both Outfalls discharge to U.T. to Six Mile Creek, classified as Fish and Wildlife, in the Alabama River Basin.

Sabic Innovative Plastics, US, LLC, 1 Plastics Drive, Burkville, AL 36752, NPDES Permit Number AL0054704, located at same address, for reissuance of a permit, which authorizes discharges resulting from treated process, utility, and sanitary wastewater, cooling tower blowdown, storm water, landfill leachate, and other miscellaneous flows as noted in the permit application, through DSN001 to the Alabama River, classified as Swimming/Fish & Wildlife, in the Alabama River Basin; storm water associated with process areas, including any potential sump overflows, through DSN003 to an unnamed tributary to the Alabama River, classified as Fish & Wildlife, in the Alabama River Basin; storm water runoff from the east portion of the permitted construction landfill, the railroad track leading to the facility, and the drainage at the west area of the facility, through DSN004 to an unnamed tributary to the Alabama River, classified as Fish & Wildlife, in the Alabama River Basin; storm water runoff associated with the west end of the construction landfill, through DSN008 to an unnamed tributary to the Alabama River, classified as Fish & Wildlife, in the Alabama River Basin; storm water from the laydown yard, through DSN009 to an unnamed tributary to the Alabama River, classified as Fish & Wildlife, in the Alabama River Basin; and storm water runoff from the utilities plant and waste handling operations, through DSN010 to an unnamed tributary to the Alabama River, classified as Fish & Wildlife, in the Alabama River Basin. The Department has determined that the facility is not subject to Section 316(b) of the Federal Clean Water Act (33 U.S.C section 1326) since the entity providing water is a public water system.

MOBILE COUNTY

Holcim US Inc. - Theodore Cement Plant, PO Box 649, Theodore, AL 36590, NPDES Permit Number AL0028801, located at 3051 Hamilton Blvd, Theodore, AL 36590, for reissuance of a permit, which authorizes discharges resulting from material pile runoff, cooling tower blowdown, non-contact cooling water, vehicle and equipment wash water, drainage from secondary containment areas, fire test water, plant site wash water and plant site stormwater runoff through DSN001 to Middle Fork Deer River, classified as Fish & Wildlife, in the Mobile River Basin.  The Department has determined that the facility is not subject to Section 316(b) of the Federal Clean Water Act (33 U.S.C section 1326) since the entity providing water is a public water system.

Industrial Valve Sales And Service, PO Box 1468, Mobile, AL 36633, NPDES Permit Number AL0064343, located at 5310 Hwy 45, Eight Mile, AL 36613, for reissuance of a permit, which authorizes discharges resulting from stormwater runoff from equipment storage areas through DSN001 to an unnamed tributary to Chickasaw Creek, classified as Fish & Wildlife and stormwater from roof drains and non-process areas through outfall DSN002 to an unnamed tributary to Chickasaw Creek, classified as Fish & Wildlife.  Both discharges are located in the Mobile River Basin.

Southern Ionics Inc. - Chickasaw Facility, 1100 Viaduct Road North, Chickasaw, AL 36611, NPDES Permit Number AL0068977, located at the same address, for reissuance of a permit, which authorizes discharges of stormwater collected within secondary containment areas and truck and railcar loading and unloading areas associated with the manufacture of inorganic chemicals through DSN001 to Chickasaw Creek, classified as Limited Warmwater Fishery, in the Mobile River Basin.

MONROE COUNTY

Sherill Coastal Holdings, LLC, PO Box 301463, Montgomery, AL 36130, NPDES Permit Number AL0031101, located 2380 Hornady Drive, Monroeville, AL 36461, for TERMINATION of a permit, which authorizes discharges resulting from boiler blowdown and stormwater associated with industrial activity discharging through DSN004, Storm water associated with industrial activity discharging through DSN005, and non-contact cooling tower blowdown and stormwater associated with industrial activity discharging through DSN006. All outfalls discharge to Limestone Creek, classified as Fish and Wildlife, in the Alabama River Basin.

Gavilon Grain, LLC, 1030 State Docks Road, Decatur, AL 35601, NPDES Permit Number AL0082767, located at the same address, for reissuance of a permit, which authorizes discharges resulting from stormwater runoff associated with grain and fertilizer loading, unloading, and storage operations discharging through Outfalls DSN001, DSN002, and DSN003 into Bakers Creek, classified as Fish & Wildlife, in the Tennessee River Basin.

Weatherly Utility Services, LLC, 728 Volare Drive, Birmingham, Alabama 35244, NPDES Permit Number AL0076520, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Weatherly Utility Services-Site 2, Ballantrae Muir Drive, Pelham, Alabama 35124, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to a Sprayfield, in the Coosa River Basin.  The subject permit also regulates the discharge of treated wastewater to South Fork Yellowleaf Creek, classified as Fish & Wildlife, in the Coosa River Basin.  The subject permit also regulates the discharge of treated wastewater through land application to Ballantrae Golf Course, in the Coosa River Basin.  The subject permit also regulates the discharge of storm water runoff to South Fork Yellowleaf Creek, classified as Fish & Wildlife, in the Coosa River Basin.  The facility is located in the drainage basin of South Fork Yellowleaf Creek, a waterway classified as Fish & Wildlife in the Coosa River Basin.

TUSCALOOSA COUNTY

ST Exit 62, LLC, 1301 Industrial Park Drive, Tuscaloosa, AL 35401, NPDES Permit Number AL0079774, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from the Fosters Water Treatment Facility, Off I20/I59 (SW ¼ S4 and NW ¼ S9, T24N, R4E), Fosters, AL 35463, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Grant Creek, classified as Fish and Wildlife, in the Black Warrior River Basin.

WALKER COUNTY

City of Sumiton, Post Office Box 10, Sumiton, AL 35148, NPDES Permit Number AL0076244, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Sumiton Lagoon, Robbins Street, Sumiton, AL 35148, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Mulberry Fork, classified as Public Water Supply and Fish & Wildlife, in the Black Warrior River Basin.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice.  COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS.  In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing.  The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit.  The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination.  The Department will develop a response to comments, which will become part of the public record.  The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.  To find the response to comments and final permit determination, you may search by the appropriate permit number listed in this notice.
