PROPOSED ORDER
Madison County
Pursuant to the provisions of the Alabama Environmental Management Act, the Alabama Department of Environmental Management is proposing to issue an Order to United Plating Beechmont (EPA Identification Number ALD983166042), which owns/operates a painting and electroplating facility located at 5015 Beechmont Drive in Huntsville, Madison County, Alabama.
The violations consisted of the following: storage of hazardous waste for greater than 90 days without a permit; failure to provide documentation of tank integrity assessment; failure to conduct daily inspections of a hazardous waste tank; failure to adequately restrict access to areas where hazardous waste is stored; failure to mark or label two containers of hazardous waste in storage with the words Hazardous Waste, an indication of the hazards posed by the waste, and accumulation start dates; failure to conduct or document weekly inspections of certain areas where hazardous waste was stored; failure to keep closed three satellite accumulation containers holding hazardous waste; and failure to mark or label three satellite accumulation containers holding hazardous waste with the words “Hazardous Waste” and an indication of the hazards of the contents.
The Department is proposing a civil penalty in the amount of $21,760. The Order, if issued, would require United Plating Beechmont to comply with all applicable requirements of Division 14 of the ADEM Administrative Code.
Interested persons may submit written comments, including request for a hearing, within 30 days of the publication date of this notice, to the Alabama Department of Environmental Management, attention Stephen A. Cobb, Chief of the Land Division, P.O. Box 301463, Montgomery, Alabama 36130-1463. The comment period shall end at the close of business 30 days from the publication date of this notice.
