ALA-GA Wood Preserving Co, PO Drawer 9, Lafayette, AL 36862, NPDES Permit Number AL0068837, located at 15206 U S HWY 431 S, Lafayette, AL 36862, for reissuance of a permit, which authorizes discharges resulting from storm water associated with lumber and wood products industry including wood treating operations using inorganic preservatives, through DSN001, DSN007 and DSN008 to Finley Creek, classified as Fish & Wildlife, in the Tallapoosa River Basin; and storm water associated with lumber and wood products industry including wood treating operations using inorganic preservatives, through DSN005 and DSN006 to an unnamed tributary to Wildcat Creek, classified as Fish & Wildlife, in the Tallapoosa River Basin.

Prince Minerals, LLC, 100 Pemco Drive, Leesburg, AL 35983, NPDES Permit Number AL0082988, located at the same address, for reissuance of a permit, which authorizes discharges resulting from storm water runoff from outside areas of glass frit production operations (west side of facility) through DSN001, storm water runoff from outside areas of glass frit production operations (eastside of facility) through DSN002, and storm water runoff associated with outside storage of manganese oxide ore and silo storage of manganese dioxide through DSN003 to Unnamed Tributary to Weiss Lake, classified as Fish and Wildlife, in the Coosa River Basin.

Occidental Chemical Corporation-Armand Products (AP), 1000 North Wilson Dam Road, Muscle Shoals, Alabama 35661, NPDES Permit Number AL0000213, located at the same address, for reissuance of a permit, which authorizes discharges resulting from process wastewater, miscellaneous wash down wastewaters, cooling water, boiler blowdown, tank containment released stormwater, and stormwater runoff discharging through DSN001 to Pond Creek, classified as Agricultural and Industrial Water Supply, in the Tennessee River Basin; stormwater runoff associated with railyard and tank car storage for OxyChem chemicals discharging through DSN003 to Pond Creek, classified as Agricultural and Industrial Water Supply, in the Tennessee River Basin; rinse Water (car wash) and stormwater runoff associated with employee automobile wash and stormwater from the maintenance building and employee parking area a vehicle rinse station and a parking area discharging through DSN006 to Pond Creek, classified as Agricultural and Industrial Water Supply, in the Tennessee River Basin. At this time, the Department has determined that the two cooling water intake structures used by the Permittee both represent the best technology available (BTA) to minimize adverse environmental impact in accordance with Section 316(b) of the federal Clean Water Act (33 U.S.C. section 1326).

US Ecology Sulligent, Inc., 51328 Highway 17, Sulligent, AL 35586, NPDES Permit Number AL0065765, located at 51328 Highway 17, Sulligent, AL 35586, for reissuance of a permit, which authorizes discharges resulting from stormwater runoff associated with the transportation, storage, consolidation and/or treatment of hazardous wastes through DSN001 to an unnamed tributary to Yellow Creek, classified as Fish & Wildlife, in the Upper Tombigbee River Basin.

Town of Coffeeville, PO Box 10, Coffeeville, AL 36524, NPDES Permit Number AL0044547, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Coffeeville Elementary Lagoon, 1740 Highway 84, Coffeeville, AL 36524, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to Eberline Mill Creek, classified as Fish and Wildlife, in the Tombigbee River Basin.

Heflin Water Works and Sewer Board, PO Box 488, Heflin, Alabama 36264, NPDES Permit Number AL0056146, for reissuance of a permit which limits the discharge of pollutants from treated domestic and industrial wastewater from the Heflin Lagoon, U.S. Highway 78 West, Heflin, AL 36264, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to the Tallapoosa River, a waterway classified as Fish & Wildlife, in the Tallapoosa River Basin.

HALE COUNTY

Living Waters Utilities, LLC, 5800 Feldspar Way, Suite 200, Birmingham, AL 35244, NPDES Permit Number AL0082562, for reissuance of a permit which limits the discharge of pollutants from treated domestic and industrial wastewater from Moundville Westervelt POTW, 2500 Gulf States Parkway, Moundville, AL 35474, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to  Millians Creek, classified as Fish and Wildlife, in the Black Warrior River Basin.

SHELBY COUNTY

Shelby Ridge Utility Systems, LLC., 728 Volare Drive, Birmingham, AL 35244, NPDES Permit Number AL0071501, for reissuance of a permt which limits the discharge of pollutants from treated domestic wastewater from Shelby Ridge Water Reclamation Facility, 12133 Old Hwy 280, Chelsea, AL 35043, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to North Fork Yellowleaf Creek, classified as fish & Wildlife, in the Coosa River Basin.

TALLADEGA COUNTY

The Water Works, Sewer, and Gas Board of the City of Childersburg, 117 6th Avenue SW, Childersburg, AL 35044, NPDES Permit Number AL0021466, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Childersburg South Bailey Branch, Southern Street near County Road 8, Childersburg, AL 35044, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to Coosa River (Lay Lake), a waterway classified as Swimming, Fish and Wildlife, in the Coosa River Basin.

WALKER COUNTY

Walker County Board of Education, PO Box 311, Jasper, AL 35502, NPDES Permit Number AL0041726, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Curry School System WWTP, 85 Yellow Jacket Drive, Jasper, AL, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to an Unnamed Tributary to Rock Creek, classified as Fish & Wildlife, in the Black Warrior River Basin.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice.  COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS.  In order to affect final decisions, comments must offer technically substantial information that is applicable to the draft permit.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing.  The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit.  The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination.  The Department will develop a response to comments, which will become part of the public record.  The Department will post responses to comments as well as the final permit determinations to the Department’s website at http://app.adem.alabama.gov/eFile/.  To find the response to comments and final permit determination, you may search by the appropriate permit number listed in this notice.
