The Alabama Department of Environmental Management has made $500,000 in financial assistance available to Grand Bay Water Works Board, Inc. using funds from the FY 2017 Clean Water State Revolving Fund (CWSRF) loan program. In accordance with State and Federal regulations that govern the program, the Alabama Department of Environmental Management has conducted a review to assess potential impacts upon the environment that may result from implementation of this project.

Grand Bay Water Works Board proposes installation of approximately 9,000 LF of sanitary sewer force main to connect Grand Bay’s northern and southern sanitary sewer collection service areas. A boring under Interstate-10 at the intersection of Grand Bay Wilmer Road will connect northern and southern sanitary sewer collection systems. An additional boring under CSX Railroad Line at Potter Tract Road will serve the Grand Bay Public Library and provide sanitary sewer collection to Grand Bay’s southernmost service area which currently relies on septic systems. Joining of sewer collection service areas will provide needed balance and flexibility in proportioning overall wastewater treatment demands between two existing wastewater treatment and disposal facilities. Proposed improvements are intended to provide continued and effective service to all area customers.

The Department has determined that proposed projects will not have significant adverse impact upon the environment and consequently is herewith issuing a Finding of No Significant Impact (FONSI) to support the use of SRF funds for construction of the proposed projects.  However, this determination may be reconsidered if significant adverse information concerning potential environmental impacts of proposed projects is discovered.  Attached is an Environmental Assessment that details the proposed projects and their impact upon the environment.

Comments relative to this project should be submitted in writing to Mr. Stan Shirley, SRF Section, Permits and Services Division, Alabama Department of Environmental Management, Post Office Box 301463, Montgomery, Alabama 36130-1463, no later than 30 days after the date of this CE.  The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.
