The U.S. Environmental Protection Agency (EPA) Nonpoint Source Program (CFDA Number: 66.460) provides formula grants under Clean Water Act, Section 319 (h) (33 U.S.C. § 1329(h)); 40 C.F.R. §§ 35.260-68, nonpoint source (NPS) management programs for states and territories to address nonpoint sources of water pollution, which are the leading cause of water quality degradation in the United States.

Nonpoint source management programs are required under the Clean Water Act, Section 319 (b), 33 U.S.C. § 1329(b). The Clean Water Act does not require states to revise their NPS Management Programs; however, the EPA issued Nonpoint Source Program and Grants Guidelines for State and Territories (Guidelines) on April 12, 2013, to establish a nationally consistent framework for state NPS management programs and grants and to emphasize the important of states updating their NPS Management Program every five years.

A draft copy of Alabama’s Nonpoint Source Management Plan is available for public review and comment. This five-year plan, upon EPA approval, will serve as Alabama’s guiding plan to protect and restore waters impacted by nonpoint source pollution and reflects the Department’s mission to assure for all citizens of the State a safe, healthful and productive environment. Copies of the draft Alabama Nonpoint Source Management Plan can be obtained in PDF format on the Department’s website at http://adem.alabama.gov/programs/water/npsprogram.cnt.

The public and interested stakeholders are encouraged to participate in this process and provide written comments if they have concerns regarding aspects of the plan or if they would like to provide support for the process. The Department will accept written comments regarding the Nonpoint Source Management Plan through 5:00 PM on August 30th, 2019. Comments should be submitted to:
