FINDING OF NO SIGNIFICANT IMPACT

The Alabama Department of Environmental Management has made $824,000 in financial assistance available to the Town of Whitehall using funds from the Drinking Water State Revolving Fund (DWSRF) loan program.  In accordance with State and Federal regulations that govern the program, the Alabama Department of Environmental Management has conducted a review to assess potential impacts upon the environment that may result from implementation of these drinking water system improvements.

The Town of Whitehall has proposed several improvements in order to increase the overall efficiency of the system. The improvements include: water meter replacement, inspect and paint a water tank, construction of a dedicated water department building, installation of SCADA on a supply well and storage tank, replacement of dilapidated water lines, and an emergency generator upgrade. Completion of these improvements will alleviate water loss issues, provide an adequate space for the water department to operate, and provide adequate backup power in the case of an emergency.

The Alabama Department of Environmental Management has determined that the project will not have a significant adverse impact on the environment and consequently is herewith issuing a Finding of No Significant Impact (FONSI) to support the use of DWSRF funds for the construction of the proposed project.  However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered. Attached is an Environmental Assessment that details the proposed project and its impact upon the environment.

Comments relative to this project should be submitted in writing to Ms. Juliette Cox, SRF Section, Permits and Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130-1463, no later than 30 days after the date of this FONSI.  The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.

This notice is hereby given this 8th day of August, 2019 by authorization of the Alabama Department of Environmental Management.
